Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa pada 23 Februari 2017, Jabatan Perkhidmatan Awam (JPA) telah memberi persetujuan untuk kelonggaran syarat kelayakan Lulus Bahasa Melayu (BM) peringkat Sijil Pelajaran Malaysia (SPM) untuk pelantikan secara kontrak ke jawatan Pegawai Perubatan Gred UD41 di KKM. Sehubungan dengan itu, semua graduan perubatan yang berkelayakan untuk dilantik secara kontrak sebagai Pegawai Perubatan UD41 untuk menjalani latihan siswazah selama 2 tahun dan khidmat wajib selama 2 tahun adalah diberi kelonggaran kepada syarat Lulus BM ini.

Bahasa Melayu adalah bahasa Kebangsaan dan merupakan bahasa rasmi Persekutuan, iaitu selaras dengan Perkara 152 Perlembagaan Persekutuan dan Akta Bahasa Kebangsaan 1963/67 (Akta 32). Oleh itu, seperti juga lantikan tetap bagi lain-lain skim perkhidmatan dalam sektor perkhidmatan awam, calon yang memohon lantikan secara tetap sebagai Pegawai Perubatan di KKM perlulah Lulus BM di peringkat SPM. Malahan terdapat beberapa skim perkhidmatan lain yang meletakkan syarat lebih tinggi iaitu Kredit BM sebagai syarat lantikan. Justeru, semua calon Pegawai Perubatan UD41 yang dilantik dengan kelonggaran syarat Lulus BM semasa lantikan kontrak perlulah memenuhi syarat Lulus BM di peringkat SPM bagi tujuan pelantikan tetap ke jawatan Pegawai Perubatan di KKM.

KKM mengambil maklum bahawa calon persendirian yang mendaftar untuk Peperiksaan SPM kali pertama boleh memohon kelulusan daripada Pengarah Lembaga Peperiksaan untuk mengambil Bahasa Melayu sebagai mata pelajaran tunggal iaitu bagi memenuhi syarat perkhidmatan bagi lantikan ke perkhidmatan awam, tanpa perlu menduduki subjek-subjek SPM yang lain. KKM akan berbincang selanjutnya dengan Kementerian Pendidikan Malaysia dan Lembaga Peperiksaan bagi melicinkan proses ini bagi calon persendirian yang terlibat.

Exemption to the Requirement of SPM-Level Bahasa Melayu for Appointment of Contract House Officer at the Ministry Of Health

The Ministry of Health Malaysia (MOH) would like to inform that on the 23rd February 2017, the Public Service Department (PSD) had agreed to waive the requirement of pass for Bahasa Melayu (BM) subject at Sijil Pelajaran Malaysia (SPM) level for contract appointment of new House Officers / Medical Officers Grade UD41 at MOH. Therefore, all medical graduates who are eligible to be appointed as contract House Officer to undergo housemanship training and contract Medical Officer to fulfill the compulsory service are given exception to this requirement.

In accordance to the Article 152 of the Federal Constitution and the National Language Acts 1963/67 (Act 32), Bahasa Melayu is the National language and the official language of the Federation. Therefore, one of the entry requirements for appointment into the public service is a pass in BM subject at SPM level or equivalent. Similarly, Medical Officer who wishes to apply for permanent position at the MOH, among others must fulfill this requirement; including those who were given exemption for this requirement when they were appointed as contract officer earlier. In fact, there are several other professions or job schemes in public service that require Credit for BM at SPM level.

The MOH takes note that individual candidates that register to sit for SPM examination for the first time shall be able to apply to the Director of Malaysian Examination Syndicate to sit for BM as single subject, without needing to sit for the examination of other SPM subjects. This is in order to fulfill the requirement for appointment into public service. The MOH shall discuss further with the Ministry of Education and Malaysian Examination Syndicate to facilitate this process for those who are involved.
