Kenyataan Akhbar KPK 31 Mei 2020 -Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 23 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 6,353 kes (81.3 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 31 Mei 2020 pukul 12:00 tengah hari, terdapat 57 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 7,819 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 1,351 kes. Mereka telah diasingkan dan diberi rawatan.

Ingin dimaklumkan daripada 57 kes baharu yang dilaporkan, 10 kes adalah kes import yang mendapat jangkitan di luar negara. Daripada 47 kes penularan tempatan, 43 kes adalah kes bukan warganegara Malaysia di mana:

  • 24 kes telah dikesan di Depot Tahanan Imigresen (DTI) Sepang;
  • 15 kes dikesan di Pahang yang merangkumi tiga (3) kluster yang terdiri daripada pekerja;
  • 1 kes Kluster Kampung Sungai Lui;
  • 1 kes Kluster Pudu;
  • 1 kes Pendatang Asing Tanpa Izin dalam proses pemindahan ke DTI;
  • 1 kes pekerja di Klang

Oleh itu, kes penularan tempatan di kalangan warganegara Malaysia adalah 4 kes sahaja.

Sehingga kini, seramai sembilan (9) kes positif COVID-19 sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, dua (2) kes memerlukan bantuan pernafasan.

Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dimaklumkan bahawa tiada kes kematian berkaitan COVID-19 dilaporkan hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia kekal sebanyak 115 kes (1.47 peratus daripada jumlah keseluruhan kes).

RISIKO JANGKITAN COVID-19 MENINGKAT DENGAN AMALAN MEROKOK

Tembakau membunuh lebih daripada 8 juta orang di seluruh dunia setiap tahun. Daripada jumlah ini, lebih 7 juta kematian adalah disebabkan oleh penggunaan tembakau secara langsung dan sekitar 1.2 juta adalah disebabkan oleh bukan perokok yang terdedah kepada asap rokok terpakai (secondhand smoke). Sempena Sambutan Hari Tanpa Tembakau yang diraikan pada 31 Mei setiap tahun, pada tahun ini Hari Tanpa Tembakau di Malaysia adalah bertemakan “Generasi Muda Mesti Dilindungi”. Selain generasi muda, KKM menyeru semua peringkat dan lapisan masyarakat menghindari diri daripada amalan merokok. “Berhentilah merokok…anda lebih sihat”.

Tabiat merokok telah terbukti mengakibatkan pelbagai jenis penyakit serta boleh melemahkan sistem imuniti manusia, sekaligus meningkatkan risiko terhadap jangkitan bakteria dan virus terutama sekali semasa wabak COVID-19. Pertubuhan Kesihatan Sedunia (WHO) melalui kenyataan yang telah dikeluarkan pada 27 Mei 2020 dan disokong dengan beberapa kajian yang dijalankan di luar negara mendapati golongan perokok adalah berisiko tinggi untuk mendapat komplikasi yang lebih teruk jika dijangkiti virus COVID-19.

COVID-19 adalah penyakit berjangkit yang menyerang terutamanya paru-paru. Merokok merosakkan fungsi paru-paru, justeru menjadikan badan kita lebih sukar untuk melawan Coronavirus dan penyakit- penyakit lain.

Terkini Tinjauan Kebangsaan Kesihatan dan Morbiditi atau NHMS 2019 yang dilancarkan baru-baru ini, iaitu pada 29 Mei 2020 menunjukkan prevalen rakyat Malaysia yang menghidap darah tinggi adalah sebanyak 30 peratus dan penyakit kencing manis adalah sebanyak 18.3 peratus. Golongan ini berisiko untuk mendapat komplikasi yang teruk sekiranya dijangkiti COVID-19. Apatah lagi jika mereka mempunyai risiko tambahan seperti amalan merokok. Melalui NHMS 2019 juga, memandangkan 21.3 peratus rakyat Malaysia dianggarkan merokok, maka mereka lebih terdedah kepada risiko komplikasi COVID-19 berbanding mereka yang tidak merokok.

Penelitian dan analisa awal berkaitan sejarah merokok dan faktor risiko penyakit tidak berjangkit yang telah dijalankan ke atas 86 daripada jumlah pesakit COVID-19 yang telah meninggal dunia di Malaysia, didapati 19.8 peratus (iaitu 17 orang) adalah terdiri daripada golongan perokok.

Analisa juga mendapati bahawa bagi kes kematian COVID-19 yang tidak mempunyai sejarah penyakit kronik tetapi merokok, jumlah kematiannya adalah lebih tinggi berbanding kes kematian COVID-19 yang bukan perokok (17.6 peratus berbanding 12.1 peratus).

KKM terus membuat pemantauan bagi kesalahan penjualan produk merokok. Walaupun dalam tempoh Perintah Kawalan Pergerakan (PKP) dan Perintah Kawalan Pergerakan Bersyarat (PKPB), kebanyakan premis penjualan tidak beroperasi seperti dahulu, namun penjualan atas talian didapati masih giat berjalan misalnya melalui platform e-dagang.

Kesalahan penjualan di atas talian dan kesalahan penjualan produk yang mengandungi nikotin adalah masing-masing dikawal di bawah Peraturan-Peraturan Kawalan Hasil Tembakau 2004 dan Akta Racun 1952. Sepanjang penguatkuasaan PKP dan PKPB, didapati sebanyak 118 laman sesawang persendirian, e-dagang dan media sosial telah melakukan kesalahan. Tindakan telah diambil ke atas mereka.

Pihak KKM prihatin terhadap golongan perokok yang ingin berhenti merokok namun terbatas dengan kawalan pergerakan yang sedang berkuatkuasa. Justeru, pihak KKM dengan kerjasama pihak Persatuan Farmasi Malaysia, Universiti Islam Antarabangsa Malaysia (UIAM) dan Universiti Kebangsaan Malaysia (UKM) telah menyediakan perkhidmatan kaunseling berhenti merokok atas talian. Tambahan pula, pelbagai maklumat berkaitan bahaya merokok dan COVID-19 juga boleh didapati melalui aplikasi MySejahtera dan laman sesawang http://www.jomquit.moh.gov.my.

Sepanjang tempoh PKP dan PKPB, dimaklumkan seramai 400 orang perokok telah mendaftar bagi mendapatkan bantuan berhenti merokok atas talian dan lebih 5,000 orang telah melayari laman sesawang www.jomquit.moh.gov.my. Angka ini menunjukkan bahawa terdapat peningkatan kesedaran di kalangan masyarakat terutamanya golongan perokok tentang bahaya merokok. KKM berharap agar lebih ramai lagi perokok proaktif dan mengambil tanggungjawab untuk bertindak segera demi menjaga kesihatan diri sendiri serta melindungi orang yang dikasihi terutamanya warga emas dan kanak-kanak.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM ingin menasihatkan orang ramai supaya terus patuh kepada segala nasihat dan saranan yang sering ditekankan Kerajaan. Jadikanlah amalan-amalan berikut sebagai norma dan kebiasaan baharu dalam kehidupan seharian, antaranya:

  • Elakkan 3S / 3C: iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W: iaitu kerap mencuci tangan dengan air dan sabun (Wash), sangat digalakkan memakai alat penutup hidung dan mulut (face mask) di tempat awam atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
    • Elak bersalaman / bersentuhan;
    • Amalkan etika batuk dan bersin;
    • Dapatkan rawatan segera jika bergejala;
    • Duduk di rumah dan elakkan amalan kunjung-mengunjung;
    • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Selain itu, ingatlah kepada S.O.P, iaitu:

  • S: Syarat-syarat seperti yang ditetapkan di bawah PKPB;
  • O: Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P: Penjarakan sosial (social distancing) diamalkan pada setiap masa iaitu sekurang-kurangnya 1 meter.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak WHO. Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

31 May 2020 – The Ministry of Health (MOH) would like to inform that 23 cases have fully recovered and discharged well today. Cumulatively, 6,353 confirmed COVID-19 cases have fully recovered (81.3% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

31 May 2020, 12 pm – A total of 57 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 7,819 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 1,351 active and infective COVID-19 cases. They have all been isolated and given treatment.

Of the 57 additional cases reported today, 10 are imported cases who were infected overseas. Of the 47 locally transmitted cases, 43 cases are non-Malaysians, whereby:

  • 24 cases were detected in Sepang Immigration Detention Centre
  • 15 cases were detected in Pahang, involving three (3) workers’ clusters
  • 1 case from the Kampung Sungai Lui Cluster
  • 1 case from the Pudu Cluster
  • 1 case involving an illegal immigrant, who was in-transit to an Immigration Detention Centre
  • 1 case involving a worker in Klang

The remaining 4 cases are local transmission amongst Malaysians.

Currently, nine (9) confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, two (2) cases are on ventilation support.

Fortunately, no additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there are 115 COVID-19 deaths in Malaysia (1.47% of total cumulative cases).

The Risk of COVID-19 Infection Increases with Smoking

Every year, tobacco kills more than 8 million people worldwide. Of these, over 7 million deaths were caused by direct tobacco use, and around 1.2 million deaths were caused by non-smokers exposed to second-hand smoke. In conjunction with the World No Tobacco Day Celebration held on 31 May each year, the theme for this year’s No Tobacco Day in Malaysia is “Protect the Young Generation” (“Generasi Muda Mesti Diliindungi”). In addition to the younger generation, MOH calls on all levels of the society to refrain from smoking.

Smoking has been proven to cause a variety of diseases and weakens the human immune system, while increasing the risk of bacterial and viral infections including during this COVID-19 pandemic. The World Health Organization (WHO) in a statement issued on 27 May 2020, and supported by several studies conducted in several countries, have found that smokers are at a higher risk of developing serious complications when infected with the COVID-19 virus.

COVID-19 is an infectious disease that attacks mostly the lungs. Smoking impairs lung function, therefore making our body more susceptible to the coronavirus and other infectious diseases.

The recent National Health and Morbidity Survey (NHMS) 2019 report that was recently launched on 29 May 2020, showed that that the prevalence of Malaysians with hypertension were 30% and diabetes at 18.3%. These groups of individuals are at higher risk of developing serious complications when infected with COVID-19; more so if they have additional risk factors such as smoking. NHMS 2019 also reported that an estimated 21.3% of Malaysians are smokers, and smokers are also at higher risk of serious complications due to COVID-19 compared to non-smokers.

Preliminary analysis of medical history of smoking and non-communicable disease (NCD) risk factors conducted on 86 out of the 115 COVID-19 deaths in Malaysia has found that 19.8% (17 deaths) were among smokers.

The analysis also found that for COVID-19 deaths that had no history of chronic diseases but were smokers, the number of deaths were higher in this group compared to non-smokers (e.g. 17.6% versus 12.1%).

MOH continues to monitor for offences in the sale of tobacco and smoking products. Despite the enforcement of the Movement Control Order (MCO) and the Conditional Movement Control Order (CMCO), while most of the sales premises are not operating as usual, online sales are still active through e-commerce platforms.

Offences of online sales and offenses on sale of products containing nicotine are regulated under the Control of Tobacco Products Regulations 2004 and the Poisons Act 1952 respectively. During the enforcement of the MCO and CMCO, a total of 118 private, e-commerce and social media websites were found to have committed offences. Legal actions have been taken against them.

MOH is concerned about smokers who want to quit smoking but have limited opportunities to do so due to the enforcement of the MCO and CMCO. Therefore, MOH in collaboration with the Malaysian Pharmaceutical Society, the International Islamic University Malaysia (UIAM) and the National University of Malaysia (UKM), are providing online smoking cessation counselling services. In addition, various information on the dangers of smoking and COVID-19 are also available through the MySejahtera mobile application and on www.jomquit.moh.gov.my .

During the MCO and CMCO time period, a total of 400 smokers had signed up for online smoking assistance, and over 5,000 individuals have visited http://www.jomquit.moh.gov.my. This figure shows that there is an increase in awareness among the public especially among smokers about the dangers of smoking. MOH hopes for more smokers to be proactive and take responsibility to act quickly to protect their own health and to protect their loved ones, especially older adults and children.

Health Advisory on COVID-19

MOH advises the public to continue to adhere to all the advice and recommendations continually emphasised by the Government. These practices must be incorporated as the new norms and normal in everyday life, including:

  • Avoid the 3Cs: Crowded places; Confined spaces; and Close conversations
  • Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks are strongly encouraged in public areas or if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
    • Avoid shaking hands or touching others
    • Practice good coughing and sneezing etiquette
    • Seek early treatment if symptomatic
    • Stay at home and avoid from visiting others
    • Regularly clean and disinfect commonly touched surfaces in common areas

In addition, the public is advised to continue to adhere to ThIS:

  • T: Terms and SOPs set under the CMCO
  • Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • S: Safe social distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the WHO. The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
