STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat empat (4) kes yang telah pulih dan dibenarkan discaj pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 8,566 kes (96.9 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 22 Julai 2020 pukul 12:00 tengah hari, terdapat 16 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 8,831 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 142 kes. Mereka telah diasingkan dan diberi rawatan.

Ingin dimaklumkan daripada 16 kes baharu yang dilaporkan, lapan (8) kes adalah kes import yang telah mendapat jangkitan di luar negara yang melibatkan empat (4) warganegara Malaysia dan empat (4) bukan warganegara yang merupakan pemastautin tetap atau dibenarkan masuk ke Malaysia di atas urusan kerja. Lapan (8) kes import tersebut adalah dari negara:

• India (2 kes);
• Rusia (2 kes);
• Arab Saudi (1 kes);
• China (1 kes);
• Indonesia (1 kes); dan
• Korea (1 kes).

Daripada lapan (8) kes penularan di dalam negara, tujuh (7) kes adalah di kalangan warganegara Malaysia dan satu (1) kes adalah bukan warganegara iaitu kes saringan untuk berlepas ke luar negara. Beliau tidak bergejala dan telah dimasukkan ke Hospital Sungai Buloh, Selangor

Perincian baki kes penularan COVID-19 dalam negara di kalangan warganegara Malaysia (7 kes) adalah :

• Sarawak –  tujuh (7) kes:
  • Tiga (3) kes daripada Kluster Stutong;
  • Satu (1) kes daripada Kluster Sentosa
  • Satu (1) kes daripada Kluster PUI Melbourne. Kluster ini akan diperincikan di bawah;
  • Satu (1) kes saringan kontak rapat kepada kes positif COVID-19 (kes ke-8695). Beliau merupakan ahli keluarga kepada kes tersebut;
  • Satu (1) kes saringan kembali bertugas di sekolah. Beliau tidak bergejala dan telah dimasukkan ke Hospital Umum Sarawak.

Sehingga kini, hanya lima (5) kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU). Satu (1) kes  memerlukan bantuan pernafasan.

Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah kekal sebanyak 123 kes (1.39 peratus daripada jumlah keseluruhan kes).

DUA (2) KLUSTER BAHARU DILAPORKAN HARI INI

KKM ingin memaklumkan dua (2) kluster baharu yang telah dikenalpasti pada hari ini, iaitu:

1. Kluster Hyde Park

Kluster ini dikesan di sebuah kapal di Pelabuhan Klang, Selangor. Kes indeks kluster ini (iaitu kes ke-8769) merupakan seorang krew kapal bukan warganegara (iaitu dari negara Rusia). Beliau mempunyai sejarah perjalanan ke negara Mesir dan India. Kluster ini telah dikenalpasti susulan saringan COVID-19 yang telah dijalani oleh krew kapal tersebut sebelum pulang ke negara asal.

Sehingga 22 Julai 2020 jam 12 tengah hari, keseluruhannya 24 orang telah disaring, iaitu terdiri daripada:

• Empat (4) kes positif COVID-19; dan
• 20 adalah negatif.

Semua kes positif dalam kluster ini melibatkan bukan warganegara. Mereka sedang dirawat di Hospital Sungai Buloh, manakala kesemua kontak rapat yang negatif pula dikuarantin di kapal tersebut. Justeru, kluster ini tidak membawa risiko penularan jangkitan di dalam komuniti kerana ia merupakan kluster import yang terpencil (isolated) di sebuah kapal.

Langkah pencegahan dan kawalan jangkitan seperti proses nyah kuman dan nyah cemar telah dijalankan di kapal tersebut.

2. Kluster PUI Melbourne

Kes indeks kluster ini merupakan seorang pelajar warganegara Malaysia (iaitu kes ke-8749) yang telah pulang  dari Australia pada 15 Julai 2020. Beliau telah menaiki dua pesawat, iaitu dari Melbourne ke Kuala Lumpur dan kemudiannya dari Kuala Lumpur ke Kuching. Dari Pintu Masuk Umum Kuching, Sarawak, beliau seterusnya dibawa ke pusat kuarantin di mana saringan COVID-19 didapati positif pada 17 Julai 2020. Beliau tidak bergejala dan telah dimasukkan ke Hospital Umum Sarawak.

Susulan itu, siasatan dan aktiviti pengesanan kes secara aktif (active case detection) telah dijalankan. Satu lagi kes positif telah dikesan dalam kluster ini. Kes kedua ini telah menaiki pesawat yang sama dengan kes indeks iaitu pesawat yang telah bertolak dari Kuala Lumpur ke Kuching.

Sehingga 22 Julai 2020 jam 12 tengah hari, terdapat dua (2) kes positif COVID-19 dalam kluster ini. Seramai 21 orang kontak rapat yang terdiri daripada penumpang dari pesawat dan kenderaan awam yang berkaitan telah disaring dan masih menunggu keputusan. Punca jangkitan masih di dalam siasatan.

WAKTU MELAWAT DAN BILANGAN PELAWAT YANG DIBENARKAN DI HOSPITAL KKM SEMASA TEMPOH PKPP

Untuk makluman umum, waktu melawat pesakit dan bilangan pelawat yang dibenarkan melawat hospital-hospital KKM semasa tempoh Perintah Kawalan Pergerakan Pemulihan (PKPP) adalah kekal sama seperti semasa tempoh Perintah Kawalan Pergerakan (PKP), iaitu:

• Pelawat hanya dibenarkan masuk ke dalam wad bagi kes kecemasan atau kes kritikal atau keadaan yang memerlukan;
• Waktu melawat dipendekkan mengikut ketetapan hospital.

Bagi temujanji klinik pula, hanya seorang peneman atau pengiring sahaja dibenarkan, kecuali untuk pesakit kanak-kanak atau pesakit yang memerlukan bantuan atau kes kecemasan atau keadaan yang memerlukan.

Polisi ini adalah perlu bagi mengurangkan risiko penularan COVID-19 di hospital, serta memutuskan rantaian jangkitan wabak COVID-19 secara berterusan. Adalah penting bagi kita melindungi pesakit dan petugas kesihatan daripada dijangkiti virus COVID-19. Selain itu, ia juga dapat mengurangkan kesesakan hospital serta membolehkan penjarakan sosial dapat diamalkan di hospital.

Semakan terhadap garis panduan ini akan dilakukan dari semasa ke semasa, dan sebarang perubahan adalah tertakluk kepada situasi semasa pandemik COVID-19.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM yang ingin menasihatkan orang ramai agar tidak leka dan terus kekal waspada. Pastikan saranan dan nasihat-nasihat kesihatan diamalkan pada setiap masa. Berikut adalah nasihat yang sewajarnya dijadikan satu kebiasaan baharu dalam kehidupan harian seperti:

• Elakkan 3S / 3C:iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).

• Amalkan 3W:iaitu kerap mencuci tangan dengan air dan sabun (Wash), sangat digalakkan memakai alat pelitup separuh muka (penutup hidung dan mulut – facemask) di tempat awam atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elakkan bersalaman / bersentuhan;
  • Amalkan etika batuk dan bersin;
  • Dapatkan rawatan segera jika bergejala;
  • Duduk di rumah dan elakkan kunjung-mengunjung;
  • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Selain itu, ingatlah kepada S.O.P, iaitu:

• S:Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
• O:Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
• P:Penjarakan sosial (social distancing) diamalkan pada setiap masa iaitu sekurang-kurangnya 1 meter.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

The Ministry of Health (MOH) would like to inform that four (4) cases have recovered and discharged well today. Cumulatively, 8,566 confirmed COVID-19 cases have been discharged (96.9% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

22 July 2020, 12 pm – A total of 16 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 8,831 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 142 active and infective COVID-19 cases. They have all been isolated and given treatment.

Of the 16 additional cases reported today, eight (8) are imported cases who were infected overseas, involving four (4) Malaysians and four (4) non-Malaysians (permanent residents or allowed to enter Malaysia for work). The eight (8) imported cases were travellers from:

• India – 2 cases
• Russia – 2 cases
• Saudi Arabia – 1 case
• China – 1 case
• Indonesia – 1 case
• South Korea (1 case)

Of the eight (8) local transmission cases, seven (7) cases are among Malaysians and one (1) case is a non-Malaysian, from a pre-departure screening before leaving the country. The case was asymptomatic and has been admitted into Sungai Buloh Hospital, Selangor.

Details of the local transmission COVID-19 cases among Malaysians (7 cases) are as follows:

• Sarawak – 7 cases:
  • 3 cases: From the Stutong Cluster.
  • 1 case: From the Sentosa Cluster.
  • 1 case: From the Melbourne PUI Cluster, as detailed below.
  • 1 case: Screening of close contacts of a confirmed COVID-19 case (Case 8,695), who is a family member.
  • 1 case: Screening prior to returning back to work in a school. The case was asymptomatic and has been admitted into Sarawak General Hospital.

Currently, only five (5) confirmed COVID-19 cases are receiving treatment in intensive care units (ICUs), and one (1) patient is on ventilation support.

No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there are now 123 COVID-19 deaths in Malaysia (1.39% of total cumulative cases).

Two New COVID-19 Clusters Reported Today

MOH would like to inform that two (2) new clusters have been identified today:

1. The Hyde Park Cluster

This cluster was detected on a ship in Port Klang, Selangor. The index case of this cluster (Case 8,769) is non-Malaysian (Russian national) ship crew. He has a history of travelling to Egypt and India. This cluster was identified following the COVID-19 screening of crew members prior to returning to their country of origin.

As of 22 July 2020, 12 pm, a total of 24 individuals have been screened and tested:

• Four (4) confirmed COVID-19 cases
• 20 individuals tested negative

All of the confirmed cases in the cluster are non-Malaysians. They are currently treated in Sungai Buloh Hospital; while all negative close contacts are quarantined on the ship. This cluster therefore does not carry any risk of infection transmission to the community because it is an isolated imported cluster on a ship.

Infection prevention and control measures such as cleaning and disinfection have been carried out on the ship.

2. The Melbourne PUI Cluster

The index case for this cluster is a Malaysian student (Case 8,749) who returned from Australia on 15 July 2020. The case boarded two flights, firstly from Melbourne to Kuala Lumpur, followed by a connecting flight from Kuala Lumpur to Kuching. At the Kuching port of entry, the case was brought to the quarantine centre, where he was tested positive for COVID-19 on 17 July 2020. The case was asymptomatic and was admitted into Sarawak General Hospital.

Subsequently, active case detection was conducted. Another confirmed COVID-19 case was then detected in this cluster. This second case had boarded the same flight as the index case for the Kuala Lumpur to Kuching journey.

As of 22 July 2020, 12 pm, there are two (2) confirmed COVID-19 cases in this cluster. A total of 21 close contacts, consisting of passengers from the same flight and related public transport, have been screened and are awaiting results. The cause of infection for this cluster is still under investigation.

Visiting Hours and the Number of Visitors Allowed at MOH Hospitals during the Recovery Movement Control Order Period

MOH would like to inform that the visiting hours and the number of visitors allowed at MOH hospitals during the Recovery Movement Control Order (RMCO) period remains the same as during the Movement Control Order (MCO) period, i.e.:

• Visitors are only allowed into the ward for emergencies or critical cases, or under exceptional circumstances.
• Visiting hours are shortened, as determined by each hospital.

For clinic appointments, only one companion or carer is allowed, except for paediatric patients or patients requiring assistance, or emergency cases, or in exceptional circumstances.

This policy is necessary to reduce the risk of transmission of COVID-19 infection in hospitals, as well as to break the continuous transmission of COVID-19 infection. It is important for us to protect patients and healthcare workers from being infected with the COVID-19 virus. In addition, it can also reduce hospital congestion and allows social distancing to be practiced in hospitals.

Revisions to this guideline will be made from time to time, and any changes are subject to the current situation of the COVID-19 pandemic.

Health Advisory on COVID-19

MOH advices the public not to be complacent and to continue to remain vigilant; and to always practice all of the health advisories issued by the MOH. The advisories that should be incorporated as the new normal include:

• Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations
• Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks are strongly encouraged in public areas or if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
  • Avoid shaking hands or touching others
  • Practice good coughing and sneezing etiquette
  • Seek early treatment if symptomatic
  • Stay at home and avoid from visiting others
  • Regularly clean and disinfect commonly touched surfaces in common areas

In addition to the SOPs, continue to adhere to THiS:

• T: Terms set under the Recovery Movement Control Order (RMCO)
• Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
• S: Safe social distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
