Kenyataan Akhbar KPK 14 September 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat tujuh (7) kes yang telah pulih COVID-19 pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 adalah sebanyak 9,203 kes (92.5 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 14 September 2020 pukul 12:00 tengah hari, terdapat 31 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 9,946 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 615 kes. Mereka telah diasingkan dan diberi rawatan.

Ingin dimaklumkan daripada 31 kes baharu yang dilaporkan, tiga (3) kes adalah kes import yang telah mendapat jangkitan di luar negara.  Ketiga-tiga kes import adalah dari negara Indonesia, iaitu di negeri: 

  • Sabah: Dua (2) kes yang melibatkan warganegara Malaysia; dan
  • Wilayah Persekutuan Kuala Lumpur: Satu (1) kes yang melibatkan warganegara Indonesia yang telah memasuki Malaysia pada 31 Ogos 2020. Beliau dimasukkan ke Hospital Sungai Buloh pada hari yang sama kerana bergejala dan dikesan positif pada persampelan kedua iaitu pada 13 September 2020.

Daripada 28 kes penularan di dalam negara, 19 kes adalah warganegara Malaysia manakala sembilan (9) kes adalah bukan warganegara. Perincian kes mengikut negeri adalah seperti berikut:

  1. Sabah: 23 kes iaitu:
    • 17 kes daripada Kluster Benteng LD, di mana lapan (8) kes melibatkan bukan warganegara;
    • Satu (1) kes saringan warga emas di Klinik Kesihatan Merotai;
    • Satu (1) kes saringan Severe Acute Respiratory Infection (SARI) di Hospital Lahad Datu;
    • Satu (1) kes saringan pra pembedahan, dan kes dimasukkan ke Hospital Kudat;
    • Satu (1) kes saringan rujukan ke Hospital Tawau;
    • Satu (1) kes saringan kontak rapat bagi kes ke-9454. Beliau merupakan anak kepada kes ke-9454; dan
    • Satu (1) kes saringan tahanan di Ibu Pejabat Polis Daerah (IPD) Kudat.
  2. Negeri Sembilan: Empat (4) kes daripada Kluster Bunga [satu (1) kes bukan warganegara].
  3. Kedah: Satu (1) kes daripada Kluster Sungai.

Kluster-kluster ini akan diperincikan di bawah.

Sehingga kini, terdapat sebelas (11) kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana lima (5) kes memerlukan bantuan pernafasan.

Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah kekal sebanyak 128 kes (1.29 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KLUSTER BENTENG LD, KLUSTER BUNGA DAN KLUSTER SUNGAI

  1. Kluster Benteng LD

Sehingga 14 September 2020 jam 12 tengah hari, sejumlah 5,402 individu telah disaring dalam Kluster Benteng LD dan sebanyak 17 kes baharu telah dikesan positif COVID-19. Pecahan jumlah saringan mengikut daerah adalah seperti berikut:

  1. Lahad Datu (1,421 disaring):
    • 89 kes dikesan positif COVID-19 (1 kes baharu);
    • 907 individu negatif; dan
    • 425 individu menunggu keputusan.
  2. Tawau (3,981 disaring);
    • 331 kes dikesan positif COVID-19 (16 kes baharu);
    • 915 individu negatif; dan
    • 2,735 individu menunggu keputusan.

Berdasarkan keseluruhan jumlah saringan bagi kluster ini, pecahan saringan melibatkan:

  • 913 banduan dan tahanan di mana 391 kes dikesan positif COVID-19;
  • 987 kakitangan Ibu Pejabat Daerah (IPD) Lahad Datu dan Penjara Tawau di mana 10 kes dikesan positif COVID-19;
  • 1,234 ahli keluarga kakitangan dan banduan di mana sembilan (9) dikesan positif COVID-19;
  • 881 pegawai agensi kerajaan lain, tiada dikesan positif COVID-19; dan
  • 1,387 kontak sosial di mana 10 dikesan positif COVID-19.

Daripada jumlah 420 kes positif COVID-19, 185 adalah di kalangan warganegara Malaysia manakala 235 adalah bukan warganegara yang melibatkan negara:

  • Filipina (153 kes); dan
  • Indonesia (82 kes).

2. Kluster Bunga

Sehingga 14 September 2020 jam 12 tengah hari, seramai 59                                individu telah disaring dalam kluster ini. Empat (4) kes baharu dilaporkan dalam kluster ini melalui persampelan kedua bagi sejumlah 22 krew kapal yang masih berada di atas kapal yang berlabuh di Port Dickson. Ini menjadikan jumlah kes positif COVID-19 dalam kluster ini adalah 10 kes. Pecahan saringan mengikut negeri yang terbabit adalah seperti berikut:

  1.  Selangor (10 individu disaring):
    • Empat (4) kes dikesan positif COVID-19; dan
    • Enam (6) individu negatif.
  2. Negeri Sembilan (45 disaring);
    • Enam (6) kes dikesan positif COVID-19 [empat (4) kes baharu]; dan
    • 39 individu negatif.
  3. Terengganu [empat (4) disaring: semua negatif];

Daripada jumlah saringan dalam kluster, 45 adalah warganegara Malaysia dan 14 adalah bukan warganegara yang terdiri daripada negara;

  • India: enam (6) individu;
  • Filipina: (6) enam individu;
  • Singapura: (1) satu individu; dan
  • Ghana: (1) satu individu.

3. Kluster Sungai

Sehingga 14 September 2020 jam 12 tengah hari, sejumlah 16,775 individu telah disaring dalam Kluster Sungai dan sebanyak satu (1) kes baharu telah dikesan positif COVID-19. Pecahan jumlah saringan mengikut negeri adalah seperti berikut:

  1. Kedah (16,622 individu disaring):
    • 57 kes dikesan positif COVID-19 [satu (1) kes baharu];
    • 13,834 individu negatif; dan
    • 2,731 individu masih menunggu keputusan.
  2. Pulau Pinang (135 disaring: semua negatif;
  3. Perlis (18 individu disaring):
    • Satu (1) kes dikesan positif COVID-19; dan
    • 17 individu negatif.

KEPERLUAN KERJASAMA PENDUDUK SETEMPAT DALAM PENCEGAHAN PENULARAN COVID-19

Susulan peningkatan ketara kes dalam Kluster Sungai dan Kluster Telaga, Perintah Kawalan Pergerakan Diperketatkan (PKPD) secara pentadbiran telah dilaksanakan di Daerah Kota Setar, Kedah. Begitu juga bagi kawasan Penjara dan Kuarters Penjara di Tawau. Sementara itu, PKPD juga dilanjutkan di Amanjaya, Sungai Petani, Kedah bagi zon di Zon Melor berikutan keperluan saringan ulangan.

Beberapa kawasan berisiko tinggi dalam Daerah Kota Setar telah dikenalpasti dan saringan masih giat dijalankan kepada penduduk setempat. Setakat ini, proses saringan berjalan lancar dan kerjasama penduduk setempat adalah baik. Justeru, kerjasama semua penduduk diperlukan untuk terus kekal berada di rumah dan hanya keluar rumah untuk urusan perlu sahaja. Penduduk juga dinasihat tidak meninggalkan kawasan yang telah diumumkan sebagai PKPD secara pentadbiran.

KKM berterima kasih kepada Kerajaan Negeri Kedah dan pihak berwajib daripada pelbagai agensi yang telah bertungkus lumus bersama dengan KKM dalam memastikan urusan di kawasan ini dapat dilaksanakan dengan sebaiknya.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan. Jadikanlah nasihat-nasihat ini satu kebiasaan baharu dalam kehidupan harian:

  • Elakkan 3S / 3C : iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W : iaitu kerap mencuci tangan dengan air dan sabun (Wash), memakai alat pelitup muka (facemask) di tempat awam yang telah diwajibkan oleh pihak Majlis Keselamatan Negara (MKN) mulai 1 Ogos 2020 atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elakkan bersalaman / bersentuhan termasuk melagakan mana-mana bahagian tubuh badan sebagai menggantikan cara kebiasaan bersalam;
    • Amalkan etika batuk dan bersin;
    • Dapatkan rawatan segera jika bergejala;
    • Duduk di rumah dan elakkan kunjung-mengunjung; 
    • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Patuhlah kepada S.O.P sebagai normal baharu iaitu:

  • S : Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
  • O : Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P : Penjarakan fizikal (physical distancing) sekurang-kurangnya 1 meter diamalkan pada setiap masa.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

The Ministry of Health (MOH) would like to inform that seven (7) cases have fully recovered and discharged today. Cumulatively, 9,203 confirmed COVID-19 cases have been discharged (92.5% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

14 September 2020, 12 pm – a total of 31 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 9,946 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 615 active and infective COVID-19 cases. They have all been isolated and given treatment.

Of the 31 additional cases reported today, three (3) are imported cases who were infected overseas. All three (3) imported cases are from Indonesia, reported in:

  • Sabah – 2 cases involving Malaysians
  • Kuala Lumpur – 1 case involving an Indonesian national, who entered Malaysia on 31 August 2020. The case was admitted into Sungai Buloh Hospital on the same day because the case was symptomatic, and detected positive for COVID-19 during the second screening on 13 September 2020.

Of the 28 local transmission cases reported today, 19 cases are among Malaysians, while nine (9) cases are among non-Malaysians. The details are as follows:

  • Sabah – 23 cases:
    • 17 cases: From the Benteng LD Cluster; where eight (8) cases involved non-Malaysians.
    • 1 case: From older adults screening in Klinik Kesihatan Merotai.
    • 1 case: From Severe Acute Respiratory Infection (SARI) screening in Lahad Datu Hospital.
    • 1 case: From pre-surgery screening at Kudat Hospital.
    • 1 case: From referral screening to Tawau Hospital.
    • 1 case: Screening of close contacts of Case 9,454. This case is the child to Case 9,454.
    • 1 case: Screening of detainees at the Kudat District Police HQ.
  • Negeri Sembilan – 4 cases: From the Bunga Cluster; with 1 case a non-Malaysian.
  • Kedah – 1 case: From the Sungai Cluster.

These clusters are detailed below.

Currently, 11 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with five (5) patients on ventilation support. No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 128 COVID-19 deaths in Malaysia (1.29% of total cumulative cases).

Current Status Benteng LD Cluster, Bunga Cluster and Sungai Cluster

  1. The Benteng LD Cluster

As of 14 September 2020, 12 pm, a total of 5,402 individuals have been screened in this cluster, with 17 additional confirmed COVID-19 cases reported today. The breakdown of screening by districts involved is as follows:

  1. Lahad Datu (1,421 screened):
    • 89 confirmed COVID-19 cases (1 additional case reported today)
    • 907 individuals tested negative
    • 425 individuals awaiting result;
  2. Tawau (3,981 screened):
    • 331 confirmed COVID-19 cases (16 additional cases reported today)
    • 915 individuals tested negative
    • 2,735 individuals awaiting results

From the total number of screenings for this cluster, the breakdown are as follows:

  • 913 prisoners, of which 391 are confirmed COVID-19 cases
  • 987 staff from the Lahad Datu District Police QH and Tawau Prison, of which 10 are confirmed COVID-19 cases
  • 1,234 closes contacts among family members of staff and prisoners, of which nine (9) are confirmed COVID-19 cases
  • 881 personnel from other government agencies, all tested negative for COVID-19
  • 1,387 social close contacts, of which 10 are confirmed COVID-19 cases

Of the cumulative 420 confirmed COVID-19 cases, 185 cases are among Malaysians while 235 case were among non-Malaysians from:

  • Philippines – 153 cases
  • Indonesia – 82 cases

2. The Bunga Cluster

As of 14 September 2020, 12 pm, a total of 59 individuals have been screened in this cluster. Four (4) additional confirmed COVID-19 cases are reported in this cluster from the second sampling involving 22 crew members who remained on board the ship in Port Dickson. Cumulatively, there are now 10 confirmed COVID-19 cases for this cluster. The breakdown of screening by states involved is as follows:

  1. Selangor (10 individuals screened):
    • Four (4) confirmed COVID-19 cases
    • 6 individuals tested negative
  2. Negeri Sembilan (45 screened):
    • Six (6) confirmed COVID-19 cases (4 additional confirmed cases reported today)
    • 39 individuals tested negative
  3. Terengganu – all 4 individuals screened tested negative

Based on the total number of screenings for this cluster, 45 individuals are Malaysians and 14 individuals are non-Malaysians from the following nationalities:

  • India – 6 individuals
  • Philippines – 6 individuals
  • Singapore – 1 individual
  • Ghana – 1 individual

3. The Sungai Cluster

As of 14 September 2020, 12 pm, a total of 16,775 individuals have been screened in this cluster, with one (1) additional confirmed COVID-19 case reported today. The breakdown of screening by the states involved is as follows:

  1. Kedah (16,622 individuals screened):
    • 57 confirmed COVID-19 cases (1 additional confirmed case reported today)
    • 13,834 individuals tested negative
    • 2,731 individuals awaiting results
  2. Pulau Pinang – 135 screened and all tested negative
  3. Perlis (18 screened):
    • One (1) confirmed COVID-19 case
    • 17 individuals tested negative

The Importance of Cooperation of Local Residents in the Prevention of Transmission of COVID-19

Following the significant increase in cases in the Sungai Cluster and the Telaga Cluster, the administrative Enhanced Movement Control Order (EMCO) was implemented in the Kota Setar District, Kedah. This is similar to the implementation in Tawau Prison and Prison Quarters. In addition, the administrative EMCO period was also extended in Amanjaya, Sungai Petani, Kedah for the Melor Zone due to the need for repeat screening.

Several high-risk areas in the Kota Setar District have been identified and screening is still in progress for local residents. So far, the screening process is going well, and the cooperation of the local residents is good. Therefore, the cooperation of all residents is needed to remain at home and only leave the house for important matters. Residents are also advised not to leave the area that has been declared as the administrative EMCO. MOH would like to thank the Kedah State Government and the authorities from various agencies who have worked hard together with MOH in ensuring that all the public health measures in this area can be implemented effectively.

Health Advisory on COVID-19

MOH advices the public to continue to follow the recommendations and health advisories that are often emphasised. These advisories must be incorporated as the new normal in our daily life, including:

  • Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
  • Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks is now mandatory in public areas (starting from 1 August 2020 as directed by the National Security Council) or highly recommended if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
    • Avoid shaking hands or touching others, including bumping parts of the body in lieu of shaking hands
    • Practice good coughing and sneezing etiquette
    • Seek early treatment if symptomatic
    • Stay at home and avoid from visiting others
    • Regularly clean and disinfect commonly touched surfaces in common areas

In addition to the SOPs, continue to adhere to THiS as the new normal:

  • T: Terms set under the Recovery Movement Control Order (RMCO)
  • Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • S: Safe physical distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
