STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH
Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat enam (6) kes yang telah pulih COVID-19 pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 adalah sebanyak 9,209 kes (92.4 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA
Sehingga 15 September 2020 pukul 12:00 tengah hari, terdapat 23 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 9,969 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 632 kes. Mereka telah diasingkan dan diberi rawatan.
Ingin dimaklumkan daripada 23 kes baharu yang dilaporkan, 10 kes adalah kes import yang telah mendapat jangkitan di luar negara yang melibatkan lima (5) warganegara Malaysia dan lima (5) bukan warganegara. Sepuluh (10) kes import tersebut adalah dari negara:
- Filipina (4 kes: 3 kes di Wilayah Persekutuan Kuala Lumpur dan 1 kes di Selangor).
- Hungary (1 kes di Wilayah Persekutuan Kuala Lumpur);
- Turki (1 kes di Wilayah Persekutuan Kuala Lumpur);
- Qatar (1 kes di Selangor);
- Bangladesh (1 kes di Selangor);
- Nigeria (1 kes di Selangor); dan
- Maghribi (1 kes di Selangor).
Daripada 13 kes penularan di dalam negara, 10 kes adalah warganegara Malaysia dan tiga (3) kes adalah bukan warganegara. Semua penularan di dalam negara adalah di negeri Sabah iaitu:
- Lapan (8) kes daripada Kluster Pulau, iaitu kluster baharu di Kunak, Sabah;
- Empat (4) kes daripada Kluster Benteng LD yang melibatkan tiga (3) bukan warganegara; dan
- Satu (1) kes saringan rujukan dari Hospital Semporna ke Hospital Tawau.
Kluster-kluster ini akan diperincikan di bawah.
Sehingga kini, terdapat 14 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana empat (4) kes memerlukan bantuan pernafasan.
Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah kekal sebanyak 128 kes (1.28 peratus daripada jumlah keseluruhan kes).

KLUSTER PULAU
KKM ingin memaklumkan bahawa satu kluster baharu telah dikenalpasti di Kunak, Sabah. Kes indeks kluster (iaitu kes ke-9940) adalah seorang wanita warganegara Malaysia yang berusia 68 tahun. Beliau ditemui tidak sedarkan diri di rumah dan dibawa ke Hospital Kunak, dan kemudiannya dirujuk ke Hospital Tawau bagi rawatan serangan jantung, strok dan penyakit hati di mana saringan COVID-19 didapati positif pada 13 September 2020. Beliau kini dirawat Unit Rawatan Rapi (ICU) dan memerlukan bantuan pernafasan.
Hasil saringan kontak rapat dan pengesanan kes secara aktif (Active Case Detection), lapan (8) lagi kes positif COVID-19 telah dikesan. Kesemua lapan (8) kes merupakan ahli keluarga kes indeks. Sehingga 15 September 2020, sejumlah 128 individu telah disaring dalam kluster ini yang terdiri daripada 109 warganegara dan 19 bukan warganegara. Daripada jumlah ini:
- Sembilan (9) kes dikesan positif COVID-19;
- 18 individu negatif; dan
- 101 individu masih menunggu keputusan.
Langkah pencegahan penularan jangkitan seperti proses nyah kuman dan pembersihan telah dijalankan di lokasi-lokasi yang dikenalpasti. Punca jangkitan masih di dalam siasatan dan aktiviti mengawal penularan jangkitan bagi kluster ini giat dijalankan di lapangan.
STATUS TERKINI KLUSTER BENTENG LD
Terdapat empat (4) kes baharu yang dilaporkan bagi Kluster Benteng LD pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak 424 kes. Sehingga 15 September 2020 jam 12 tengah hari, sejumlah 6,610 individu telah disaring dalam kluster ini. Pecahan jumlah saringan mengikut daerah adalah seperti berikut:
- Lahad Datu (1,531 disaring):
- 93 kes dikesan positif COVID-19 (4 kes baharu);
- 1,127 individu negatif; dan
- 311 individu menunggu keputusan.
- Tawau (5,079 disaring);
- 331 kes dikesan positif COVID-19;
- 2,352 individu negatif; dan
- 2,396 individu menunggu keputusan.
Berdasarkan keseluruhan saringan bagi kluster ini, pecahan saringan melibatkan:
- 1,096 banduan dan tahanan di mana 395 kes dikesan positif COVID-19;
- 1,147 kakitangan Ibu Pejabat Daerah (IPD) Lahad Datu dan Penjara Tawau di mana 10 kes dikesan positif COVID-19;
- 1,251 ahli keluarga kepada kakitangan, banduan dan tahanan di mana sembilan (9) dikesan positif COVID-19;
- 977 pegawai agensi kerajaan lain, tiada dikesan positif COVID-19; dan
- 2,139 kontak sosial di mana 10 dikesan positif COVID-19.
Daripada jumlah 424 kes positif COVID-19, 186 adalah di kalangan warganegara Malaysia manakala 238 adalah bukan warganegara yang melibatkan negara:
- Filipina (154 kes); dan
- Indonesia (84 kes).
PERKEMBANGAN SARINGAN COVID-19 DI KAWASAN PERINTAH KAWALAN PERGERAKAN DIPERKETATKAN (PKPD) SECARA PENTADBIRAN DI KEDAH
- Kota Setar, Kedah
PKPD secara pentadbiran di Kota Setar telah dilaksanakan dari 11 September 2020 sehingga 25 September 2020 berikutan peningkatan kes COVID-19 dalam Kluster Sungai dan Kluster Telaga. Sehubungan itu, KKM menganggarkan 15,000 individu untuk disaring dari 10 mukim yang telah dikenalpasti berisiko tinggi iaitu:
- Pumpong
- Alor Merah
- Alor Malai
- Derga
- Kuala Kedah
- Pengkalan Kundor
- Kota Setar
- Langgar
- Titi gajah
- Mergong
Sehingga 15 September 2020, sebanyak 12,885 warganegara Malaysia telah disaring, iaitu 11,757 individu negatif dan 1,128 individu masih menunggu keputusan.
2. Amanjaya, Kedah
Bagi PKPD secara pentadbiran di tiga zon dalam Amanjaya, seramai 13,591 penduduk telah disaring sehingga 15 September 2020, yang terdiri daripada;
- 13,526 warganegara
- 65 bukan warganegara
Daripada jumlah keseluruhan saringan, 16 kes COVID-19 di kalangan warganegara Malaysia telah dikesan, termasuk 13 kes saringan kali kedua di Zon Melur. Susulan itu, PKPD secara pentadbiran di Zon Melur telah dilanjutkan sehingga 27 September bagi membendung penularan COVID-19.
PERKEMBANGAN NILAI Rt ATAU R NAUGHT (R0) DALAM NEGARA
Nilai Rt penularan jangkitan COVID-19 bagi negara adalah kekal melebihi angka 1.0. Nilai terkini pada 13 September 2020 adalah 1.58. Jika diteliti nilai Rt bagi negeri Sabah pula, pada 8 September 2020 ianya adalah amat tinggi, iaitu pada nilai 3.72. Ini adalah lebih tinggi berbanding nilai Rt bagi negeri Kedah pada tarikh yang sama iaitu 2.63.

Hasil tindakan kesihatan awam yang giat dijalankan telah menurunkan sedikit nilai ini bagi kedua-dua negeri. Pada 13 September 2020, nilai Rt bagi negeri Sabah adalah 1.70, iaitu hampir sama dengan nilai Rt bagi negeri Kedah pada tarikh yang sama iaitu 1.58. Namun begitu, nilai ini masih kekal melebihi 1.0 bagi kedua-dua negeri, dan seterusnya memberi kesan kepada nilai Rt bagi negara. Tindakan kesihatan awam perlu diteruskan dan dipergiat agar nilai ini dapat terus dikurangkan sehingga kurang daripada 1.0; sekaligus mengurangkan transmisi dan kebolehjangkitan COVID-19 di dalam komuniti.

Paling utama, tindakan dan komitmen adalah diperlukan daripada semua lapisan dan peringkat masyarakat untuk terus mematuhi Prosedur Operasi Standard (SOP) yang ditetapkan Kerajaan. Duduklah di rumah sekiranya tiada urusan di luar rumah, pastikan amalan penjarakan fizikal dilaksanakan setiap masa, basuh tangan dengan air dan sabun atau hand sanitizer, dan pakai pelitup muka ketika di tempat awam, terutama yang sesak dan sempit.
NASIHAT KESIHATAN BERKAITAN COVID-19
KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan. Jadikanlah nasihat-nasihat ini satu kebiasaan baharu dalam kehidupan harian:
- Elakkan 3S / 3C : iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
- Amalkan 3W : iaitu kerap mencuci tangan dengan air dan sabun (Wash), memakai alat pelitup muka (facemask) di tempat awam yang telah diwajibkan oleh pihak Majlis Keselamatan Negara (MKN) mulai 1 Ogos 2020 atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
- Elakkan bersalaman / bersentuhan termasuk melagakan mana-mana bahagian tubuh badan sebagai menggantikan cara kebiasaan bersalam;
- Amalkan etika batuk dan bersin;
- Dapatkan rawatan segera jika bergejala;
- Duduk di rumah dan elakkan kunjung-mengunjung;
- Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.
Patuhlah kepada S.O.P sebagai normal baharu iaitu:
- S : Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
- O : Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
- P : Penjarakan fizikal (physical distancing) sekurang-kurangnya 1 meter diamalkan pada setiap masa.
KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)
SITUATION IN MALAYSIA
15 September 2020
Current Status of Confirmed COVID-19 Cases Who Have Recovered
The Ministry of Health (MOH) would like to inform that six (6) cases have fully recovered and discharged today. Cumulatively, 9,209 confirmed COVID-19 cases have been discharged (92.4% of total cumulative cases).

Current Situation of COVID-19 in Malaysia
15 September 2020, 12 pm – a total of 23 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 9,969 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 632 active and infective COVID-19 cases. They have all been isolated and given treatment.
Of the 23 additional cases reported today, 10 are imported cases who were infected overseas, involving five (5) Malaysians and five (5) non-Malaysians. They were travellers from the following countries:
- Philippines – 4 cases: 3 cases in Kuala Lumpur and 1 case in Selangor
- Hungary – 1 case in Kuala Lumpur
- Turkey – 1 case in Kuala Lumpur
- Qatar – 1 case in Selangor
- Bangladesh – 1 case in Selangor
- Nigeria – 1 case in Selangor
- Morocco – 1 case in Selangor
Of the 13 local transmission cases reported today, 10 cases are among Malaysians, while three (3) cases are among non-Malaysians. All of these local transmission cases are in Sabah:
- 8 cases: From the Pulau Cluster.
- 4 cases: From the Benteng LD Cluster; involving 3 non-Malaysians.
- 1 case: From referral screening to Tawau Hospital from Semporna Hospital.
These clusters are detailed below.
Currently, 14 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with four (4) patients on ventilation support. No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 128 COVID-19 deaths in Malaysia (1.28% of total cumulative cases).

The Pulau Cluster
MOH would like to inform that a new cluster has been identified in Kunak, Sabah. The index case for this cluster (Case 9,940) is a 68-year-old Malaysian woman. She was found unconscious at home and taken to Kunak Hospital, and later referred to Tawau Hospital for treatment for a diagnosis of heart attack, stroke and liver disease. She was tested positive for COVID-19 on 13 September 2020. She is currently in the ICU, requiring ventilation support.
As a result of screening of close contacts and active case detection, eight (8) additional confirmed COVID-19 cases were detected. All eight (8) cases are family members of the index case. As of 15 September 2020, a total of 128 individuals have been screened in this cluster, consisting of 109 Malaysians and 19 non-Malaysians. Of these:
- Nine (9) confirmed COVID-19 cases
- 18 individuals tested negative
- 101 individuals awaiting results
Measures to prevent the spread of infection such as disinfection and cleaning have been carried out at identified locations. The cause of infection is still under investigation and activities to control the transmission of infection for this cluster are being actively carried out in the field.
Current Status Benteng LD Cluster
Four (4) additional confirmed COVID-19 cases are reported for this cluster today. Cumulatively, there are now 424 confirmed COVID-19 cases in this cluster. As of 15 September 2020, 12 pm, a total of 6,610 individuals have been screened in this cluster. The breakdown of screening by districts involved is as follows:
- Lahad Datu (1,531 individuals screened):
- 93 confirmed COVID-19 cases (4 additional cases reported today)
- 1,127 individuals tested negative
- 311 individuals awaiting results
- Tawau (5,079 screened):
- 331 confirmed COVID-19 cases
- 2,352 individuals tested negative
- 2,396 individuals awaiting results
From the total number of screenings for this cluster, the breakdown is as follows:
- 1,096 prisoners and detainees, of which 395 are confirmed COVID-19 cases
- 1,147 staff from the Lahad Datu District Police QH and Tawau Prison, of which 10 are confirmed COVID-19 cases
- 1,251 close contacts among family members of staff, prisoners and detainees, of which nine (9) are confirmed COVID-19 cases
- 977 personnel from other government agencies, all tested negative for COVID-19
- 2,139 social close contacts, of which 10 are confirmed COVID-19 cases
Of the cumulative 424 confirmed COVID-19 cases, 186 cases are among Malaysians while 238 cases were among non-Malaysians from:
- Philippines – 154 cases
- Indonesia – 84 cases
Current Status of COVID-19 Screening in the Areas under the Administrative Enhanced Movement Control Order (EMCO) in Kedah
Kota Setar, Kedah
The administrative Enhanced Movement Control Order (EMCO) was implemented in Kota Setar from 11 September 2020 to 25 September 2020 following the increase in COVID-19 cases in the Sungai Cluster and Telaga Cluster. In this regard, MOH estimates that 15,000 individuals need to be screened from 10 districts that have been identified as high-risk i.e.:
- Pumpong
- Alor Merah
- Alor Malai
- Derga
- Kuala Kedah
- Pengkalan Kundor
- Kota Setar
- Langgar
- Titi Gajah
- Mergong
As of 15 September 2020, 12 pm, a total of 12,885 Malaysians have been screened, with 11,757 individuals tested negative and 1,128 individuals awaiting results.
Amanjaya, Kedah
For the administrative EMCO in the three zones in Amanjaya, a total of 13,591 residents were screened until 15 September 2020, 12 pm, consisting of:
- 13,526 Malaysians
- 65 non-Malaysians
From the total screening, 16 confirmed COVID-19 cases have been detected among Malaysians, including 13 cases detected from the second screening in the Melur Zone. Following this, the administrative EMCO has been extended until 27 September 2020 to prevent the transmission of the COVID-19 infection.
Current Status of the Value of Rt or R Naught (R0) in the Country
The Rt value for the transmission of the COVID-19 infection in the country remains above 1.0. The latest value as of 13 September 2020 is 1.58. If we examine the Rt value for Sabah, it was very high on 8 September 2020, with a value of 3.72. This is higher than the Rt value for Kedah on the same date i.e. 2.63.

The public health measures that are aggressively being undertaken have lowered this value slightly for both States. On 13 September 2020, the Rt value for Sabah was 1.70, which is almost similar to the Rt value for Kedah on the same date, which is 1.58. Nevertheless, this value still remains above 1.0 for both States, and this in turn affects the Rt value for the country. Public health actions need to be continued and intensified so that this value can be further reduced to less than 1.0; thus reducing the transmission and infectivity of COVID-19 in the community.

Most importantly, action and commitment are needed from all levels of the society to continue to comply with the Standard Operating Procedures (SOPs) set by the Government. Remain at home if there is no important business outside, make sure to practice physical distancing at all times, wash your hands with water and soap or hand sanitisers, and wear facemasks when in public, especially in crowded and cramped areas.
Health Advisory on COVID-19
MOH advices the public to continue to follow the recommendations and health advisories that are often emphasised. These advisories must be incorporated as the new normal in our daily life, including:
- Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
- Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks is now mandatory in public areas (starting from 1 August 2020 as directed by the National Security Council) or highly recommended if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
- Avoid shaking hands or touching others, including bumping parts of the body in lieu of shaking hands
- Practice good coughing and sneezing etiquette
- Seek early treatment if symptomatic
- Stay at home and avoid from visiting others
- Regularly clean and disinfect commonly touched surfaces in common areas
In addition to the SOPs, continue to adhere to THiS as the new normal:
- T: Terms set under the Recovery Movement Control Order (RMCO)
- Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
- S: Safe physical distancing is practiced at all times, of at least 1 metre away from others
MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
