Kenyataan Akhbar KPK 17 September 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 15 kes yang telah pulih COVID-19 pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 adalah sebanyak 9,250 kes (92.0 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 17 September 2020 pukul 12:00 tengah hari, terdapat 21 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 10,052 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 674 kes. Mereka telah diasingkan dan diberi rawatan.

Ingin dimaklumkan daripada 21 kes baharu yang dilaporkan, lima (5) kes adalah kes import yang telah mendapat jangkitan di luar negara. Kesemua kes import tersebut melibatkan warganegara Malaysia yang pulang dari negara:

  • New Zealand (2 kes di Selangor);
  • India (1 kes di Sabah);
  • Pakistan (1 kes di Sabah); dan
  • China (1 kes di Sabah)

Daripada 16 kes penularan di dalam negara, 15 kes adalah warganegara Malaysia dan satu (1) kes adalah bukan warganegara

Perincian kes penularan COVID-19 dalam negara adalah seperti berikut:

  • Sabah: Lima (5) kes
    • 2 kes daripada saringan Kluster Benteng LD [satu (1) warganegara dan satu (1) bukan warganegara];
    • Satu (1) kes daripada Kluster Selamat, iaitu kluster baru di Semporna [satu (1) warganegara];
    • Satu (1) kes saringan kemasukan ke Hospital Tawau [satu (1) warganegara]; dan
    • Satu (1) kes saringan sign-off kapal di Pelabuhan Sipitang [satu (1) warganegara].
  • Kedah: Tujuh (7) kes
    • Enam (6)kesdaripada Kluster Sungai [enam (6) warganegara]; dan
    • Satu (1) kes saringan di kawasan Perintah Kawalan Pergerakan Diperketatkan (PKPD) Secara Pentadbiran Daerah Kota Setar [satu (1) warganegara].
  • Pulau Pinang: Dua (2) kes saringan kontak rapat kepada kes ke-9397 yang merupakan ahli keluarga tinggal serumah [dua (2) warganegara].
  • Selangor: Satu (1) kes saringan bergejala di Hospital Sungai Buloh [satu (1) warganegara].
  • Sarawak: Satu (1) kes saringan Pintu Masuk Antarabangsa (PMA) [satu (1) warganegara].

Kluster-kluster ini akan diperincikan di bawah.

Sehingga kini, terdapat 13 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana dua (2) kes memerlukan bantuan pernafasan.

Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah kekal sebanyak 128 kes (1.27 peratus daripada jumlah keseluruhan kes).

KLUSTER SELAMAT

KKM ingin memaklumkan bahawa satu kluster baharu telah dilaporkan di Semporna, Sabah. Kes indeks kluster (iaitu kes ke-9969) merupakan seorang wanita warganegara Malaysia yang berusia 32 tahun. Beliau didapati positif COVID-19 pada 14 September 2020 ketika saringan kemasukan ke Hospital Tawau bagi kelahiran pramatang. Hasil saringan kontak rapat dan pengesanan kes secara aktif (Active Case Detection), satu (1) lagi kes positif COVID-19 telah dikesan. Kes merupakan pegawai perubatan yang merawat kes indeks. Sehingga 17 September 2020, sejumlah 118individu telah disaring dalam kluster ini. Daripada jumlah ini:

  • Dua (2) kes dikesan positif COVID-19; dan
  • 116 individu masih menunggu keputusan.

Langkah pencegahan penularan jangkitan seperti proses nyah kuman dan pembersihan telah dijalankan di lokasi-lokasi yang dikenal pasti. Punca jangkitan masih di dalam siasatan dan aktiviti mengawal penularan jangkitan bagi kluster ini giat dijalankan di lapangan.

STATUS TERKINI KLUSTER SUNGAI DAN KLUSTER BENTENG LD

Kluster Benteng LD

Terdapat dua (2) kes baharu yang dilaporkan bagi Kluster Benteng LD pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak 474 kes. Sehingga 17 September 2020 jam 12 tengah hari, sejumlah 7,670 individu telah disaring dalam kluster ini. Pecahan jumlah saringan mengikut daerah adalah seperti berikut:

  1. Lahad Datu (1,869 disaring):
    • 142 kes dikesan positif COVID-19 (1 kes baharu);
    • 1,306 individu negatif; dan
    • 421 individu menunggu keputusan.
  2. Tawau (5,801 disaring);
    • 332 kes dikesan positif COVID-19 (1 kes baharu);
    • 3,052 individu negatif; dan
    • 2,417 individu menunggu keputusan.

Berdasarkan keseluruhan saringan bagi kluster ini, pecahan saringan melibatkan:

  • 1,388 banduan dan tahanan di mana 430 kes dikesan positif COVID-19;
  • 1,158 kakitangan Ibu Pejabat Daerah (IPD) Lahad Datu dan Penjara Tawau di mana 11 kes dikesan positif COVID-19;
  • 1,386 ahli keluarga kepada kakitangan, banduan dan tahanan di mana 10 kes dikesan positif COVID-19;
  • 994 pegawai agensi kerajaan lain, tiada dikesan positif COVID-19; dan
  • 2,744 kontak sosial di mana 23 kes dikesan positif COVID-19.

Jumlah kes akan sentiasa dikemaskini dan kategori bagi kes positif mungkin akan berubah bergantung kepada maklumat terkini hasil siasatan di lapangan.

Daripada jumlah 474 kes positif COVID-19, 215 adalah di kalangan warganegara Malaysia manakala 259 adalah bukan warganegara yang melibatkan negara:

  • Filipina (168 kes); dan
  • Indonesia (91 kes).

Kluster Sungai

Terdapat enam (6) kes baharu yang dilaporkan bagi Kluster Sungai pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak 65 kes. Sehingga 17 September 2020 jam 12 tengah hari, sejumlah 22,317 individu telah disaring dalam kluster ini. Pecahan jumlah saringan mengikut negeri adalah seperti berikut:

  1. Kedah (22,153 disaring):
    • 64 kes dikesan positif COVID-19 (6 kes baharu);
    • 19,584 individu negatif; dan
    • 2,505 individu masih menunggu keputusan.
  2. Pulau Pinang (136 disaring):
    • 136 individu negatif.
  3. Perlis (28 disaring):
    • Satu (1) kes dikesan positif COVID-19;
    • 24 individu negatif; dan
    • Tiga (3) individu masih menunggu keputusan.

Jumlah saringan bagi kluster ini adalah termasuk 1,148 petugas kesihatan, di mana seramai 26 petugas dikesan positif COVID-19.

Saringan kontak rapat dan aktiviti pengesanan kes secara aktif (Active Case Detection) bagi ketiga-tiga kluster ini masih diteruskan. Status terkini kluster-kluster akan dimaklumkan dari semasa ke semasa.

PATUHI PROSEDUR OPERASI STANDARD (SOP) KETIKA MENGHADIRI SEBARANG JENIS PERHIMPUNAN DAN KETIKA BERADA DI TEMPAT AWAM

Seperti diketahui umum, COVID-19 merebak dari individu ke individu lain melalui titisan cecair pernafasan (respiratory droplet) apabila seseorang batuk, bersin, bercakap dan sentuhan. Oleh yang demikian, sekiranya jarak fizikal di antara individu ke individu lain kurang dari satu (1) meter, risiko jangkitan adalah lebih tinggi.

Penjarakan fizikal sememangnya sukar diamalkan di kawasan yang sempit dan sesak, namun masyarakat perlu akur kepada nasihat yang diberikan bagi mengurangkan risiko jangkitan. Tambahan pula, aktiviti perhimpunan yang dianjurkan tanpa mematuhi Prosedur Operasi Standard (SOP) dapat meningkatkan risiko penularan COVID-19 kepada orang ramai. Justeru, adalah amat penting bagi kita sentiasa waspada dan berusaha melindungi diri sendiri, keluarga dan juga masyarakat di sekeliling kita daripada jangkitan COVID-19. Penularan virus ini boleh dielakkan dengan sentiasa memastikan penjarakan fizikal yang selamat, kerap mencuci tangan dengan air dan sabun atau hand sanitizer dan pemakaian alat pelitup muka.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan. Jadikanlah nasihat-nasihat ini satu kebiasaan baharu dalam kehidupan harian:

  • Elakkan 3S / 3C : iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W : iaitu kerap mencuci tangan dengan air dan sabun (Wash), memakai alat pelitup muka (facemask) di tempat awam yang telah diwajibkan oleh pihak Majlis Keselamatan Negara (MKN) mulai 1 Ogos 2020 atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elakkan bersalaman / bersentuhan termasuk melagakan mana-mana bahagian tubuh badan sebagai menggantikan cara kebiasaan bersalam;
    • Amalkan etika batuk dan bersin;
    • Dapatkan rawatan segera jika bergejala;
    • Duduk di rumah dan elakkan kunjung-mengunjung; 
    • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Patuhlah kepada S.O.P sebagai normal baharu iaitu:

  • S : Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
  • O : Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P : Penjarakan fizikal (physical distancing) sekurang-kurangnya 1 meter diamalkan pada setiap masa.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

The Ministry of Health (MOH) would like to inform that 15 cases have fully recovered and discharged today. Cumulatively, 9,250 confirmed COVID-19 cases have been discharged (92.0% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

17 September 2020, 12 pm – a total of 21 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 10,052 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 674 active and infective COVID-19 cases. They have all been isolated and given treatment.

Of the 21 additional cases reported today, five (5) are imported cases who were infected overseas. They are all Malaysians returning from the following countries:

  • New Zealand – 2 cases in Selangor
  • India – 1 case in Sabah
  • Pakistan – 1 case in Sabah
  • China – 1 case in Sabah

Of the 16 local transmission cases reported today, 15 cases are among Malaysians and one (1) non-Malaysian case. The details of the local transmission cases are as follows:

  • Sabah: 5 cases
    • 2 cases from the Benteng LD Cluster; involving 1 Malaysian and 1 non-Malaysian.
    • 1 case from the Selamat Cluster, a new cluster in Semporna; involving 1 Malaysian.
    • 1 case from admission screening at Tawau Hospital; involving 1 Malaysian.
    • 1 case from sign-off screening at a ship in Sipitang Habour; involving 1 Malaysian.
  • Kedah: 7 cases
    • 6 casesfrom the Sungai Cluster; all Malaysians.
    • 1 case from screening in the administrative Enhanced Movement Control Order (EMCO) area in Kota Setar District; a Malaysian.
  • Pulau Pinang: 2 cases from screening of close contacts of Case 9,397, who are members of the same household; both Malaysians.
  • Selangor: 1 case from symptomatic screening at Sungai Buloh Hospital; a Malaysian
  • Sarawak: 1 case from screening at the international port of entry, a Malaysian.

These clusters are detailed below.

Currently, 13 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with two (2) patients on ventilation support. No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 128 COVID-19 deaths in Malaysia (1.27% of total cumulative cases).

The Selamat Cluster

MOH would like to inform that a new cluster has been reported in Semporna, Sabah. The index case for this cluster (Case 9,969) is a 32-year-old Malaysian woman. She was found positive for COVID-19 on 14 September 2020 during the screening for admission into Tawau Hospital for premature delivery. As a result of screening of close contacts and active case detection, one (1) additional confirmed COVID-19 case was detected. The case is the medical officer who had treated the index case. As of 17 September 2020, a total of 118 individuals have been screened in this cluster. Of these:

  • Two (2) confirmed COVID-19 cases
  • 116 individuals awaiting results

Measures to prevent the spread of infection such as disinfection and cleaning have been carried out at known locations. The cause of infection is still under investigation and activities to control the transmission of infection for this cluster are actively carried out in the field.

Current Status of the Benteng LD Cluster and Sungai Cluster

The Benteng LD Cluster

Two (2) additional confirmed COVID-19 cases are reported for this cluster today. Cumulatively, there are now 474 confirmed COVID-19 cases in this cluster. As of 17 September 2020, 12 pm, a total of 7,670 individuals have been screened in this cluster. The breakdown of screening by districts involved is as follows:

  1. Lahad Datu (1,869 individuals screened):
    • 142 confirmed COVID-19 cases (1 additional case reported today)
    • 1,306 individuals tested negative
    • 421 individuals awaiting results
  2. Tawau (5,801 screened):
    • 332 confirmed COVID-19 cases (1 additional case reported today)
    • 3,052 individuals tested negative
    • 2,417 individuals awaiting results

From the total number of screenings for this cluster, the breakdown is as follows:

  • 1,388 prisoners and detainees, of which 430 are confirmed COVID-19 cases
  • 1,158 staff from the Lahad Datu District Police QH and Tawau Prison, of which 11 are confirmed COVID-19 cases
  • 1,386 family members of staff, prisoners and detainees, of which 10 are confirmed COVID-19 cases
  • 994 personnel from other government agencies, all tested negative for COVID-19
  • 2,744 social close contacts, of which 23 are confirmed COVID-19 cases

The number of cases will be constantly updated and the categories for confirmed cases may change depending on the latest information from field investigations.

Of the cumulative 474 confirmed COVID-19 cases, 215 cases are among Malaysians while 259 cases were among non-Malaysians from:

  • Philippines – 168 cases
  • Indonesia – 91 cases

The Sungai Cluster

Six (6) additional confirmed COVID-19 cases are reported for this cluster today. Cumulatively, there are now 65 confirmed COVID-19 cases in this cluster. As of 17 September 2020, 12 pm, a total of 22,317 individuals have been screened in this cluster. The breakdown of screening by states involved is as follows:

  1. Kedah (22,153 individuals screened):
    • 64 confirmed COVID-19 cases (6 additional confirmed cases reported today)
    • 19,584 individuals tested negative
    • 2,505 individuals awaiting results
  2. Pulau Pinang (136 screened)
    • 136 individuals tested negative
  3. Perlis (28 screened):
    • One (1) confirmed COVID-19 case
    • 24 individuals tested negative
    • 3 individuals awaiting results

The total screening for this cluster included 1,148 healthcare workers, of which 26 were found to be positive for COVID-19.

Screening of close contacts and active case detection for these clusters are still ongoing. The latest status of these clusters will be informed from time to time.

Comply with the Standard Operating Procedures (SOPs) while Attending Any Kind of Gathering and In Public Places

COVID-19 is spread from individual to individual through respiratory droplets when a person coughs, sneezes, speaks and touches. Therefore, if the physical distance between individuals to other individuals is less than one (1) metre, the risk of infection is higher.

Physical distancing is difficult to practice in confined and crowded areas; however, the community needs to comply with the advisories given to reduce the risk of infection. Furthermore, gatherings activities organized without complying with the Standard Operating Procedures (SOPs) can increase the risk of COVID-19 transmission in the community. Therefore, it is very important for us to always be vigilant and strive to protect ourselves, our family and the community around us from the COVID-19 infection. The transmission of this virus can be avoided by always ensuring safe physical distancing, frequent hand washing with soap and water or hand sanitiser, and the use of facemasks.

Health Advisory on COVID-19

MOH advices the public to continue to comply to the recommendations and health advisories that are often emphasised. These advisories must be incorporated as the new normal in our daily life, including:

  • Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
  • Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks is now mandatory in public areas (starting from 1 August 2020 as directed by the National Security Council) or highly recommended if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
    • Avoid shaking hands or touching others, including bumping parts of the body in lieu of shaking hands
    • Practice good coughing and sneezing etiquette
    • Seek early treatment if symptomatic
    • Stay at home and avoid from visiting others
    • Regularly clean and disinfect commonly touched surfaces in common areas

In addition to the SOPs, continue to adhere to THiS as the new normal:

  • T: Terms set under the Recovery Movement Control Order (RMCO)
  • Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • S: Safe physical distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
