Kenyataan Akhbar KPK 20 September 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 40 kes yang telah pulih COVID-19 pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 adalah sebanyak 9,355 kes (91.6 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 20 September 2020 pukul 12:00 tengah hari, terdapat 52 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 10,219 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 734 kes. Mereka telah diasingkan dan diberi rawatan.

Ingin dimaklumkan daripada 52 kes baharu yang dilaporkan, 12 kes adalah kes import yang telah mendapat jangkitan di luar negara yang melibatkan tiga (3) warganegara dan sembilan (9) bukan warganegara dari negara:

  • India: Lapan (8) kes
    • Tiga (3) kes dilaporkan di Wilayah Persekutuan Kuala Lumpur;
    • Tiga (3) kes dilaporkan di Selangor; dan
    • Dua (2) kes dilaporkan di Wilayah Persekutuan Labuan.
  • Indonesia: Satu (1) kes dilaporkan di Selangor.
  • Bangladesh: Satu (1) kes dilaporkan di Wilayah Persekutuan Kuala Lumpur.
  • Yaman: Satu (1) kes dilaporkan di Wilayah Persekutuan Kuala Lumpur.
  • Rusia: Satu (1) kes dilaporkan di Wilayah Persekutuan Kuala Lumpur.

Daripada 40 kes penularan di dalam negara, 26 kes adalah warganegara Malaysia dan 14 kes adalah bukan warganegara. Perincian kes penularan COVID-19 dalam negara adalah seperti berikut:

  • Sabah:  36 kes
    • 27 kes daripada Kluster Benteng LD yang melibatkan 15 warganegara dan 12 bukan warganegara;
    • Dua (2) kes daripada Kluster Selamat yang melibatkan dua (2) warganegara;
    • Satu (1) kes daripada Kluster Pulau yang melibatkan satu (1) warganegara;
    • Satu (1) kes daripada Kluster Bakau yang melibatkan satu (1) warganegara;
    • Satu (1) kes saringan komuniti Semporna yang melibatkan satu (1) warganegara;
    • Satu (1) kes saringan pra pembedahan di Hospital Lahad Datu yang melibatkan satu (1) bukan warganegara;
    • Satu (1) kes saringan sebelum masuk kerja yang melibatkan satu (1) bukan warganegara; dan
    • Dua (2) kes saringan petugas kesihatan di Hospital Lahad Datu yang melibatkan dua (2) warganegara.
  • Kedah: Tiga (3) kes saringan komuniti di kawasan Perintah Kawalan Pergerakan Diperketatkan (PKPD) Secara Pentadbiran Daerah Kota Setar yang melibatkan tiga (3) warganegara; dan
  • Pulau Pinang: Satu (1) kes daripada Kluster Ara, iaitu kluster baru yang melibatkan satu (1) warganegara.

Kesemua kluster ini akan diperincikan di bawah.

Sehingga kini, terdapat 10 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana dua (2) kes memerlukan bantuan pernafasan.

Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 130 kes (1.27 peratus daripada jumlah keseluruhan kes).

KLUSTER BAHARU DI PULAU PINANG: KLUSTER ARA

KKM ingin memaklumkan bahawa satu kluster baharu telah dilaporkan di Pulau Pinang. Kes indeks kluster ini adalah seorang lelaki berumur 44 tahun yang merupakan warganegara Malaysia (iaitu kes ke-10024). Kes indeks telah dikesan positif COVID-19 melalui saringan di Pintu Masuk Antarabangsa (PMA) Sandakan, Sabah pada 15 September 2020 berikutan kedatangan kes dari Semenanjung Malaysia.

Susulan itu, saringan kontak rapat telah dijalankan dan satu (1) kes positif COVID-19 dikenal pasti. Kes positif ini (kes ke-10217) merupakan merupakan anak saudara kepada kes indeks (iaitu kes ke-10024). Kes dikesan positif COVID-19 pada 19 September 2020 dan telah dimasukkan ke Hospital Pulau Pinang untuk rawatan.

Sehingga 20 September 2020, 12 tengah hari, sejumlah 16 individu telah disaring. Keputusan saringan adalah seperti berikut:

  • Dua (2) dikesan positif COVID-19; dan
  • 14 dikesan negatif.

Langkah pencegahan jangkitan termasuk proses nyah kuman dan proses pembersihan telah dijalankan di lokasi-lokasi yang terlibat. Punca jangkitan adalah masih dalam siasatan.

STATUS TERKINI BAGI EMPAT (4) KLUSTER DI SABAH

Kluster Benteng LD

Terdapat 27 kes baharu yang dilaporkan bagi Kluster Benteng LD pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak 578 kes. Sehingga 20 September 2020 jam 12 tengah hari, sejumlah 8,627 individu telah disaring dalam kluster ini. Pecahan jumlah saringan mengikut daerah adalah seperti berikut:

  1. Tawau (6,345 disaring);
    • 426 kes dikesan positif COVID-19 (27 kes baharu);
    • 4,120 individu negatif; dan
    • 1,799 individu menunggu keputusan.
  2. Lahad Datu (2,281 disaring):
    • 151 kes dikesan positif COVID-19;
    • 1,306 individu negatif; dan
    • 824 individu menunggu keputusan.
  3. Sandakan (1 disaring):
    • Satu (1) kes dikesan positif COVID-19.

Berdasarkan keseluruhan saringan bagi kluster ini, pecahan saringan melibatkan:

  • 1,520 banduan dan tahanan di mana 475 kes dikesan positif COVID-19;
  • 1,158 kakitangan Ibu Pejabat Polis Daerah (IPD) Lahad Datu dan Penjara Tawau di mana 24 kes dikesan positif COVID-19;
  • 1,394 ahli keluarga kepada kakitangan, banduan dan tahanan di mana 26 kes dikesan positif COVID-19;
  • 1,241 pegawai agensi kerajaan lain di mana tiada kes dikesan positif COVID-19; dan
  • 3,314 kontak sosial di mana 53 kes dikesan positif COVID-19.

Daripada jumlah 578 kes positif COVID-19, 287 adalah di kalangan warganegara Malaysia manakala 291 adalah bukan warganegara yang melibatkan negara:

  • Filipina (191 kes); dan
  • Indonesia (100 kes).

Ingin dimaklumkan bahawa jumlah kes akan sentiasa dikemaskini dan kategori bagi kes positif mungkin akan berubah bergantung kepada maklumat terkini hasil siasatan di lapangan. 

Kluster Selamat

Terdapat dua (2) kes baharu yang dilaporkan bagi Kluster Selamat pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak tujuh (7) kes. Sehingga 20 September 2020 jam 12 tengah hari, sejumlah 213 individu telah disaring dalam kluster ini. Pecahan jumlah saringan adalah seperti berikut:

  • Tujuh (7) kes dikesan positif COVID-19 (2 kes baharu); dan
  • 206 individu masih menunggu keputusan.

Kesemua tujuh (7) kes positif COVID-19 dalam kluster ini melibatkan warganegara Malaysia.

Kluster Bakau

Terdapat satu (1) kes baharu yang dilaporkan bagi Kluster Bakau pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak empat (4) kes. Sehingga 20 September 2020 jam 12 tengah hari, sejumlah 162 individu telah disaring dalam kluster ini. Pecahan jumlah saringan adalah seperti berikut:

  • Empat (4) kes dikesan positif COVID-19 (1 kes baharu); dan
  • 158 individu menunggu keputusan.

Empat (4) kes positif COVID-19 dalam kluster ini melibatkan dua (2) kes warganegara Malaysia dan dua (2) kes bukan warganegara (Filipina).

Kluster Pulau

Terdapat satu (1) kes baharu yang dilaporkan bagi Kluster Pulau pada hari ini. Ini menjadikan jumlah kes positif kluster ini sebanyak 15 kes. Sehingga 20 September 2020 jam 12 tengah hari, sejumlah 402 individu telah disaring dalam kluster ini. Pecahan jumlah saringan mengikut daerah adalah seperti berikut:

  1. Kunak (327 disaring):
    • 12 kes dikesan positif COVID-19 (1 kes baharu);
    • 133 individu negatif; dan
    • 182 individu menunggu keputusan.
  2. Semporna (75 disaring):
    • Tiga (3) kes dikesan positif COVID-19; dan
    • 72 individu masih menunggu keputusan.

Daripada jumlah 15 kes positif COVID-19, 13 adalah di kalangan warganegara Malaysia manakala dua (2) adalah warganegara Filipina.

Saringan kontak rapat dan aktiviti pengesanan kes secara aktif (Active Case Detection) bagi kluster-kluster ini masih diteruskan dan status terkini akan dimaklumkan dari semasa ke semasa.

PERKEMBANGAN SARINGAN COVID-19 DI KAWASAN PERINTAH KAWALAN PERGERAKAN DIPERKETATKAN (PKPD) SECARA PENTADBIRAN DI KEDAH DAN SABAH

Sehingga 20 September 2020, terdapat tiga (3) lokaliti Perintah Kawalan Pergerakan Diperketatkan (PKDP) Secara Pentadbiran yang masih aktif. Dua (2) lokaliti berada di Kedah iaitu Amanjaya dan Kota Setar, manakala satu (1) lokaliti di Sabah iaitu Penjara Tawau dan Kuarters.

1.PKPD Secara Pentadbiran Amanjaya, Kedah

PKPD Amanjaya bermula pada 28 Ogos 2020, melibatkan tiga (3) zon di Amanjaya; iaitu Zon Kenanga, Zon Mawar dan Zon Melor. Tempoh PKPD ini dilanjutkan sehingga 26 September 2020 di Zon Melor selepas 13 kes baru dikesan di zon tersebut pada hari ke-13 PKPD dilaksanakan. Sehingga kini, seramai 13,591 individu telah disaring di mana;

  • 16 individu dikesan positif COVID-19; dan
  • 13,575 individu dikesan negatif COVID-19.

Kesemua 16 kes positif adalah warganegara Malaysia. Sebanyak 600 sampel ulangan telah diambil dari Zon Melor pada 19 September 2020 dan masih menunggu keputusan.

2. PKPD Secara Pentadbiran Kota Setar, Kedah

PKPD Kota Setar bermula pada 11 September 2020 dan dijangka tamat pada 25 September 2020. Seramai 17,954 individu telah disaring di mana;

  • 17 kes dikesan positif COVID-19 selepas 13 September 2020 (13 kes daripada Kluster Sungai, manakala 4 kes lagi tidak terlibat dengan mana-mana kluster);
  • 17,320 individu dikesan negatif COVID-19; dan
  • 617 individu masih menunggu keputusan.

Kesemua 17 kes positif adalah warganegara Malaysia.

3. PKPD Secara Pentadbiran di Penjara Tawau dan Kuarters, Sabah

Kerajaan telah turut mengambil keputusan untuk menjalankan PKPD Secara Pentadbiran di Penjara Tawau dan 8 Kuarters pada 11 September 2020, susulan dari peningkatan kes dalam Kluster Benteng LD di Tawau.  Saringan kluster ini telah meliputi seramai 6,345 individu di mana:

  • 426 individu dikesan positif COVID-19;
  • 4,120 individu dikesan negatif COVID-19; dan
  • 1,799 masih menunggu keputusan.

Daripada 426 kes positif, 206 melibatkan warganegara dan 220 melibatkan bukan warganegara.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan. Jadikanlah nasihat-nasihat ini satu kebiasaan baharu dalam kehidupan harian:

  • Elakkan 3S / 3C : iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W : iaitu kerap mencuci tangan dengan air dan sabun (Wash), memakai alat pelitup muka (facemask) di tempat awam yang telah diwajibkan oleh pihak Majlis Keselamatan Negara (MKN) mulai 1 Ogos 2020 atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elakkan bersalaman / bersentuhan termasuk melagakan mana-mana bahagian tubuh badan sebagai menggantikan cara kebiasaan bersalam;
    • Amalkan etika batuk dan bersin;
    • Dapatkan rawatan segera jika bergejala;
    • Duduk di rumah dan elakkan kunjung-mengunjung; 
    • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Patuhlah kepada S.O.P sebagai normal baharu iaitu:

  • S : Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
  • O : Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P : Penjarakan fizikal (physical distancing) sekurang-kurangnya 1 meter diamalkan pada setiap masa.

SITUATION IN MALAYSIA

20 September 2020

Current Status of Confirmed COVID-19 Cases Who Have Recovered

The Ministry of Health (MOH) would like to inform that 40 cases have fully recovered and discharged today. Cumulatively, 9,355 confirmed COVID-19 cases have been discharged (91.6% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

20 September 2020, 12 pm – a total of 52 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 10,219 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 734 active and infective COVID-19 cases. They have all been isolated and given treatment.

Of the 52 additional cases reported today, 12 are imported cases who were infected overseas, involving three (3) Malaysians and nine (9) non-Malaysians. They were travellers from the following countries:

  • India – 8 cases
    • 3 cases reported in Kuala Lumpur
    • 3 cases reported in Selangor
    • 2 cases reported in WP Labuan
  • Indonesia – 1 case reported in Selangor
  • Bangladesh – 1 case reported in Kuala Lumpur
  • Yemen – 1 case reported in Kuala Lumpur
  • Russia – 1 case reportd in Kuala Lumpur

Of the 40 local transmission cases reported today, 26 cases are Malaysians and 14 cases are non-Malaysians. The details of the local transmission COVID-19 cases are as follows:

  • Sabah: 36 cases
    • 27 cases from the Benteng LD Cluster, involving 15 Malaysians and 12 non-Malaysians.
    • 2 cases from the Selamat Cluster, involving 2 Malaysians.
    • 1 case from the Pulau Cluster, 1 Malaysian.
    • 1 case from the Bakau Cluster, 1 Malaysian.
    • 1 case from community screening in Semporna, 1 Malaysian.
    • 1 case from pre-surgery screening in Lahad Datu Hospital, involving 1 non-Malaysian.
    • 1 case from workplace-based screening prior to starting work, 1 non-Malaysian.
    • 2 cases from healthcare worker (HCW) screening in Lahad Datu Hospital, involving 2 Malaysians.
  • Kedah: 3 cases from community screening in the administrative Enhanced Movement Control Order (EMCO) area in Kota Setar District, involving 3 Malaysians.
  • Pulau Pinang: 1 case from the Ara Cluster, a new cluster, involving 1 Malaysian.

These clusters are detailed below.

Currently, 10 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with two (2) patients on ventilation support.

No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 130 COVID-19 deaths in Malaysia (1.27% of total cumulative cases).


A New Cluster in Pulau Pinang: The Ara Cluster

MOH would like to inform that a new cluster has been reported in Pulau Pinang. The index case for this is a 44-year-old Malaysian man (Case 10,024). The index case was found to be positive for COVID-19 through screening at the international port of entry in Sandakan, Sabah on 15 September 2020, following the arrival of the case from Peninsular Malaysia.

Subsequently, screening of close contacts was conducted and one (1) additional confirmed COVID-19 case was identified in Penang. This case (Case 10,217) is a niece of the index case (Case 10,024). This case was tested positive for COVID-19 on 19 September 2020 and admitted into Pulau Pinang Hospital for treatment.

As of 20 September 2020, 12 pm, a total of 16 individuals have been screened. The screening results are as follows:

  • Two (2) confirmed COVID-19 cases
  • 14 individuals tested negative

Infection prevention measures including disinfection and cleaning have been carried out at the locations involved. The cause of the infection is still under investigation.

Current Status of the Four Clusters in Sabah

1.The Benteng LD Cluster

27 additional confirmed COVID-19 cases are reported for this cluster today. Cumulatively, there are now 578 confirmed COVID-19 cases in this cluster. As of 20 September 2020, 12 pm, a total of 8,627 individuals have been screened in this cluster. The breakdown of screening by districts involved is as follows:

  • Tawau (6,345 screened):
    • 426 confirmed COVID-19 cases (27 additional cases reported today)
    • 4,120 individuals tested negative
    • 1,799 individuals awaiting results
  • Lahad Datu (2,281 individuals screened):
    • 151 confirmed COVID-19 cases
    • 1,306 individuals tested negative
    • 824 individuals awaiting results
  • Sandakan (1 screened)
    • One (1) confirmed COVID-19 case

From the total number of screenings for this cluster, the breakdown is as follows:

  • 1,520 prisoners and detainees, of which 475 are confirmed COVID-19 cases
  • 1,158 staff from the Lahad Datu District Police HQ and Tawau Prison, of which 24 are confirmed COVID-19 cases
  • 1,394 family members of staff, prisoners and detainees, of which 26 are confirmed COVID-19 cases
  • 1,241 personnel from other government agencies, none tested positive for COVID-19
  • 3,314 social close contacts, of which 53 are confirmed COVID-19 cases

Of the cumulative 578 confirmed COVID-19 cases, 287 cases are among Malaysians while 291 cases were among non-Malaysians from:

  • Philippines – 191 cases
  • Indonesia – 100 cases

The number of cases will be constantly updated and the categories for confirmed cases may change depending on the latest information from field investigations.

2. The Selamat Cluster

Two (2) additional confirmed COVID-19 cases are reported for this cluster today. Cumulatively, there are now seven (7) confirmed COVID-19 cases in this cluster. As of 20 September 2020, 12 pm, a total of 213 individuals have been screened in this cluster. The breakdown of screening is as follows:

  • Seven (7) confirmed COVID-19 cases (2 additional cases reported today)
  • 206 individuals awaiting results

All seven (7) confirmed COVID-19 cases in this cluster are Malaysians.

3. The Bakau Cluster

One (1) additional confirmed COVID-19 case is reported for this cluster today. Cumulatively, there are now four (4) confirmed COVID-19 cases in this cluster. As of 20 September 2020, 12 pm, a total of 162 individuals have been screened. The breakdown of screening is as follows:

  • Four (4) confirmed COVID-19 cases (1 additional case reported today)
  • 158 individuals awaiting results

The four (4) confirmed COVID-19 cases in this cluster involved two (2) Malaysians and two (2) Fllipino nationals.

4. The Pulau Cluster

One (1) additional confirmed COVID-19 case is reported for this cluster today. Cumulatively, there are now 15 confirmed COVID-19 cases in this cluster. As of 20 September 2020, 12 pm, a total of 402 individuals have been screened in this cluster. The breakdown of screening by districts involved is as follows:

  • Kunak (327 individuals screened):
    • 12 confirmed COVID-19 cases (1 additional case reported today)
    • 133 individuals tested negative
    • 182 individuals awaiting results
  • Semporna (75 screened)
    • Three (3) individuals tested negative

Of the 15 confirmed COVID-19 csaes, 13 are Malaysians and two (2) are Filipino nationals.

Screening of close contacts and active case detection for these clusters are still ongoing. The latest status of these clusters will be informed from time to time.

Current Status of COVID-19 Screening in the Administrative Enhanced Movement Control Order Areas in Kedah and Sabah

As of 20 September 2020, there are three active administrative EMCO areas. Two areas are in Kedah i.e. Amanjaya and Kota Setar; while one area is in Sabah i.e. Tawau Prison and Quarters.

1.Administrative EMCO in Amanjaya, Kedah

The administrative EMCO in Amanjaya started on 28 August 2020, involving three zones in Amanjaya i.e. Kenanga Zone, Mawar Zone and Melor Zone. The EMCO period was extended until 26 September 2020 in the Melor Zone after 13 additional cases were detected on day 13 of the EMCO. To date, a total of 13,591 individuals have been screened, of which:

  • 16 individuals are confirmed COVID-19 cases
  • 13,575 individuals tested negative

All 16 confirmed cases are Malaysians. A total of 600 repeat samples have been taken from the Melor Zone on 19 September 2020 and are awaiting results.

2. Administrative EMCO in Kota Setar, Kedah

The administrative EMCO in Kota Setar stated on 11 September 2020 and is expected to end on 25 September 2020. A total of 17,954 individuals have been screened, of which:

  • 17 confirmed COVID-19 cases detected after 13 September 2020 (13 cases in the Sungai Cluster, and 4 cases not linked to other clusters)
  • 17,320 individuals tested negative
  • 617 individuals awaiting results

All 17 confirmed cases are Malaysians.

3. Administrative EMCO in Tawau Prison and Quarters, Sabah

The government has also made the decision to implement the administrative EMCO in Tawau Prison and Quarters on 11 September 2020, following the increase in cases in the Benteng LD Cluster in Tawau. The screening in this cluster has covered a total of 6,345 individuals, of which:

  • 426 confirmed COVID-19 cases
  • 4,120 individuals tested negative
  • 1,799 individuals awaiting results

Of the 426 confirmed cases, 206 are Malaysians and 220 are non-Malaysians.

Health Advisory on COVID-19

MOH advices the public to continue to comply to the recommendations and health advisories that are often emphasised. These advisories must be incorporated as the new normal in our daily life, including:

  • Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
  • Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks is now mandatory in public areas (starting from 1 August 2020 as directed by the National Security Council) or highly recommended if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
  • Avoid shaking hands or touching others, including bumping parts of the body in lieu of shaking hands
    • Practice good coughing and sneezing etiquette
    • Seek early treatment if symptomatic
    • Stay at home and avoid from visiting others
    • Regularly clean and disinfect commonly touched surfaces in common areas

In addition to the SOPs, continue to adhere to THiS as the new normal:

  • T: Terms set under the Recovery Movement Control Order (RMCO)
  • Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • S: Safe physical distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
