Kenyataan Akhbar KPK 2 Oktober 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 81 kes yang telah pulih COVID-19 pada hari ini. Jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 adalah 10,095 kes (85.8 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 2 Oktober 2020 pukul 12:00 tengah hari, terdapat 287 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 11,771 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 1,540 kes. Mereka telah diasingkan dan diberi rawatan.

Kesemua 287 kes adalah kes penularan di dalam negara. Tiada kes import dilaporkan hari ini. Daripada 287 kes hari ini, sebanyak 20 kes merupakan pengunjung yang pulang dari Sabah. Ini menjadikan jumlah kes dilaporkan mempunyai sejarah perjalanan ke Sabah sejak 20 September 2020 adalah sebanyak 139 kes.

Perincian kes penularan COVID-19 dalam negara adalah seperti berikut:

  • Sabah: 113 kes
    • 52 kes saringan bergejala;
    • 35 kes daripada Kluster Benteng LD;
    • 15 kes daripada Kluster Bangau-Bangau;
    • Dua (2) kes saringan rujukan ke hospital;
    • Dua (2) kes saringan kemasukan ke hospital;
    • Satu (1) kes daripada Kluster Laut;
    • Satu (1) kes daripada Kluster Pulau;
    • Satu (1) kes Severe Acute Respiratory Illness (SARI);
    • Satu (1) kes saringan petugas kesihatan;
    • Satu (1) kes saringan warga emas di Klinik Kesihatan Tuaran;
    • Satu (1) kes saringan sebelum pulang ke Semenanjung; dan
    • Satu (1) kes saringan komuniti di Lahad Datu.
  • Kedah: 129 kes 
    • 128 kes daripada Kluster Tembok; dan
    • Satu (1) kes saringan kontak rapat kepada kes positif COVID-19 iaitu kes ke-11471.
  • Selangor: 31 kes
    • 13 kes saringan pulang dari kawasan berisiko tinggi (Sabah);
    • Lapan (8) kes daripada kluster baharu iaitu Kluster Seri Anggerik;
    • Tiga (3) kes daripada Kluster Jalan Meru; 
    • Dua (2) kes saringan kontak rapat kepada kes positif COVID-19 iaitu kes ke-11143 dan kes ke-10695;
    • Satu (1) kes daripada kluster baharu iaitu Kluster Seri Setia;
    • Satu (1) kes Severe Acute Respiratory Illness (SARI);
    • Satu (1) kes saringan tahanan;
    • Satu (1) kes saringan sebelum ke luar negara; dan
    • Satu (1) kes saringan sebelum pulang ke negara asal.
  • Perak: Tiga (3) kes
    • Dua (2) kes saringan pulang dari kawasan berisiko tinggi (Sabah); dan
    • Satu (1) kes daripada Kluster Tembok.
  • Terengganu: Tiga (3) kes
    • Dua (2) saringan kontak rapat kepada kes positif COVID-19 iaitu kes ke-11477; dan
    • Satu (1) kes saringan pulang dari kawasan berisiko tinggi (Sabah).
  • Negeri Sembilan: Dua (2) kes saringan pulang dari kawasan berisiko tinggi (Sabah).
  • Kelantan: Dua (2) kes
    • Satu (1) kes saringan pulang dari kawasan berisiko tinggi (Sabah); dan
    • Satu (1) kes daripada Kluster Jalan Meru.
  • Wilayah Persekutuan Kuala Lumpur: Satu (1) kes saringan sebelum pulang ke negara asal.
  • Johor: Satu (1) kes daripada Kluster Jalan Meru.
  • Pahang: Satu (1) kes daripada saringan kontak rapat kes positif COVID-19 iaitu kes ke-11200.
  • Wilayah Persekutuan Labuan: Satu (1) kes saringan pulang dari kawasan berisiko tinggi (Sabah).

Sehingga kini, terdapat 22 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana empat (4) kes memerlukan bantuan pernafasan.

Adalah dimaklumkan bahawa tiada pertambahan kes kematian berkaitan COVID-19 dilaporkan pada hari ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia adalah kekal sebanyak 136 kes (1.16 peratus daripada jumlah keseluruhan kes).

DUA (2) KLUSTER BAHARU DI SELANGOR

KKM ingin memaklumkan bahawa terdapat dua (2) kluster baharu telah dikenal pasti di Selangor pada hari ini iaitu:

1) KLUSTER SERI SETIA, SELANGOR

Kluster baharu ini telah dikenal pasti di Seri Setia, Selangor dan Wilayah Persekutuan Kuala Lumpur. Kes indeks kluster ini (iaitu kes ke-10927) adalah seorang lelaki warganegara Malaysia berumur 36 tahun yang mempunyai sejarah perjalanan ke Semporna, Sabah dari 16 hingga 20 September 2020. Beliau bergejala sejak 21 September 2020 dan saringan COVID-19 dikesan positif pada 27 September 2020. Kes kemudiannya telah dimasukkan ke Hospital Sungai Buloh. Susulan itu, saringan kontak rapat telah dijalankan dan tiga (3) lagi kes positif COVID-19 bagi Kluster Seri Setia dikenal pasti. Semua kes positif ini melibatkan warganegara Malaysia. Mereka telah dimasukkan ke Hospital Sungai Buloh untuk rawatan.

Sehingga 2 Oktober 2020, 12 tengah hari, sejumlah 23 individu telah disaring. Keputusan saringan adalah seperti berikut:

  • Empat (4) dikesan positif COVID-19;
  • 14 individu dikesan negatif; dan
  • Lima (5) individu masih menunggu keputusan.

Punca jangkitan adalah masih dalam siasatan.

2) KLUSTER SERI ANGGERIK, SELANGOR

Kluster baharu ini telah dikenal pasti di Hulu Selangor, Selangor. Kes indeks kluster ini (iaitu kes ke-10776) adalah seorang lelaki warganegara Malaysia berumur 37 tahun yang mempunyai sejarah perjalanan ke Sabah dari 9 hingga 18 September 2020. Beliau mula bergejala sejak 25 September 2020 dan telah disaring. Setelah dikesan positif pada 26 September 2020, beliau telah dimasukkan ke Hospital Sungai Buloh.

Susulan itu, saringan kontak rapat telah dijalankan dan 14 lagi kes positif COVID-19 bagi Kluster Seri Anggerik dikenal pasti. Semua kes positif ini melibatkan warganegara Malaysia. Mereka juga telah dimasukkan ke Hospital Sungai Buloh untuk rawatan.

Sehingga 2 Oktober 2020, 12 tengah hari, sejumlah 67 individu telah disaring. Keputusan saringan adalah seperti berikut:

  • 14 dikesan positif COVID-19;
  • 15 individu dikesan negatif; dan
  • 38 individu masih menunggu keputusan.

Punca jangkitan adalah masih dalam siasatan.

PENINGKATAN KES HARIAN COVID-19 DI MALAYSIA ADALAH SELARI DENGAN TREN PENINGKATAN KES DUNIA

Seperti diumumkan, hari ini negara mencatatkan sejumlah 287 kes baharu positif COVID-19, iaitu jumlah kes harian yang tertinggi pernah dicatatkan sejak permulaan pandemik ini. Tren peningkatan inilah yang KKM khuatiri dan peringatkan hampir setiap hari kepada semua pihak, kerana ia sememangnya selari dengan tren peningkatan jumlah kes dan kematian COVID-19 yang dilihat di seluruh dunia. Kes COVID-19 di dalam dunia pada masa kini telah mencecah sekitar 34.2 juta kes dan jumlah kes harian menunjukkan kenaikan iaitu sekitar 309,000 kes berbanding sebelumnya kira-kira 302,000 kes.

Daripada 287 kes baharu yang dicatatkan di Malaysia pada hari ini, 128 adalah daripada Kluster Tembok yang melibatkan sebuah penjara di Kedah. Daripada baki 159 kes pula, 113 kes telah dikesan di negeri Sabah terutama daripada kluster-kluster sedia ada dan empat daerah yang kini sedang menjalani Perintah Kawalan Pergerakan Diperketatkan Bersasar (PKPDB). Diharapkan tindakan menjalankan PKPDB, pelaksanaan Kawalan Rentas Daerah di seluruh negeri Sabah yang akan berkuatkuasa mulai jam 12:01 malam 3 Oktober 2020 sehingga 16 Oktober 2020, dan segala aktiviti-aktiviti kawalan di lapangan akan membantu mengawal dan mengurangkan jumlah kes di negeri Sabah.

Terdapat juga 20 kes baharu yang dicatatkan hari ini di mana mereka merupakan pengunjung dengan sejarah perjalanan ke negeri Sabah. Ini susulan aktiviti saringan kepada semua pengunjung yang baru tiba dari Sabah di semua Pintu Masuk (Domestik dan Antarabangsa) bermula 27 September 2020 sehingga 10 Oktober 2020. Mereka yang negatif dan terdedah kepada kes positif atau mempunyai gejala diwajibkan kuarantin 14 hari. Mereka yang didapati negatif dan tidak bergejala dan tidak terdedah kepada kes positif setelah menjalani ujian COVID-19 dinasihatkan patuh untuk meneruskan tempoh kuarantin sehingga lengkap 14 hari.

Meskipun sememangnya telah bersiapsiaga, kesemua Jabatan-jabatan Kesihatan Negeri dan Pejabat Kesihatan Daerah seluruh negara telah diberi peringatan untuk menghadapi sebarang kebarangkalian kenaikan kes mendadak di lokaliti mereka dan melipat gandakan usaha untuk mengesan, menguji, mengasingkan dan kemudiannya merawat sebarang kes COVID-19. Seperti yang dilaksanakan sebelum ini, KKM sentiasa bekerjasama dengan pelbagai agensi untuk melaksanakan tanggungjawab ini.

Namun begitu, KKM dan agensi-agensi pihak berwajib tidak mampu melawan COVID-19 sendirian. Malahan, tanggungjawab lebih besar adalah terletak pada bahu setiap individu dalam masyarakat, tidak kira pangkat, latar belakang dan status. Elakkan daripada salah menyalahi antara satu sama lain. Tanggungjawab sosial ini perlu dipikul bersama agar kita dapat memutuskan rantaian penularan COVID-19 di dalam negara kita. Kita telah harunginya bersama sebelum ini dengan menjaga diri kita, keluarga kita, komuniti kita dan negara kita.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan. Jadikanlah nasihat-nasihat ini satu kebiasaan baharu dalam kehidupan harian:

  • Elakkan 3S / 3C : iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
  • Amalkan 3W : iaitu kerap mencuci tangan dengan air dan sabun (Wash), memakai alat pelitup muka (facemask) di tempat awam yang telah diwajibkan oleh pihak Majlis Keselamatan Negara (MKN) mulai 1 Ogos 2020 atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elakkan bersalaman / bersentuhan termasuk melagakan mana-mana bahagian tubuh badan sebagai menggantikan cara kebiasaan bersalam;
    • Amalkan etika batuk dan bersin;
    • Dapatkan rawatan segera jika bergejala;
    • Duduk di rumah dan elakkan kunjung-mengunjung; 
    • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Patuhlah kepada S.O.P sebagai normal baharu iaitu:

  • S : Syarat-syarat seperti yang ditetapkan di bawah Perintah Kawalan Pergerakan Pemulihan (PKPP);
  • O : Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
  • P : Penjarakan fizikal (physical distancing) sekurang-kurangnya 1 meter diamalkan pada setiap masa.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

The Ministry of Health (MOH) would like to inform that 81 cases have fully recovered and discharged today. Cumulatively, 10,095 confirmed COVID-19 cases have been discharged (85.8% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

2 October 2020, 12 pm – a total of 287 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 11,771 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 1,540 active and infective COVID-19 cases. They have all been isolated and given treatment.

All 287 cases reported today are local transmission cases. There are no imported cases reported today. Of the 287 cases, 20 cases have a history of travel to Sabah. Cumulatively there are now 139 cases with a history of travel to Sabah since 20 September 2020.

The details of the local transmission COVID-19 cases are as follows:

  • Sabah: 113 cases
    • 52 cases from symptomatic screening.
    • 35 cases from the Benteng LD Cluster.
    • 15 cases from the Bangau-Bangau Cluster.
    • 2 cases from screening of referrals to hospitals.
    • 2 cases from screening of hospital admissions.
    • 1 case from the Laut Cluster.
    • 1 case from the Pulau Cluster
    • 1 case from the Severe Acute Respiratory Infection (SARI) screening.
    • 1 case from screening of healthcare workers.
    • 1 case from screening of older adults in Tuaran Health Clinic.
    • 1 case from pre-departure screening to Peninsular Malaysia.
    • 1 case from community screening in Lahad Datu.
  • Kedah: 129 cases
    • 128 cases from the Tembok Cluster.
    • 1 case from screening of close contacts to a confirmed COVID-19 case (Case 11,471).
  • Selangor: 31 cases
    • 13 cases from screening of individuals returning from high-risk areas (Sabah).
    • 8 cases from the Seri Anggerik Cluster, a new cluster.
    • 3 cases from the Jalan Meru Cluster.
    • 2 cases from screening of close contacts to two confirmed COVID-19 cases (Case 11,143 and Case 10,695).
    • 1 case from the Seri Setia Cluster, a new cluster.
    • 1 case from SARI screening.
    • 1 case from screening of detainees.
    • 1 case from pre-departure screening for overseas travel.
    • 1 case from pre-departure screening prior to returning back to country of origin.
  • Perak: 3 cases
    • 2 cases from screening of individuals returning from high-risk areas (Sabah).
    • 1 case from the Tembok Cluster.
  • Terengganu: 3 cases
    • 2 cases from screening of close contacts to a confirmed COVID-19 case (Case 11,477).
    • 1 casefrom screening of individuals returning from high-risk areas (Sabah).
  • Negeri Sembilan: 2 cases from screening of individuals returning from high-risk areas (Sabah).
  • Kelantan: 2 cases
    • 1 casefrom screening of individuals returning from high-risk areas (Sabah).
    • 1 case from the Jalan Meru Cluster.
  • Kuala Lumpur: 1 case from pre-departure screening prior to returning back to country of origin.
  • Johor: 1 case from the Jalan Meru Cluster.
  • Pahang: 1 case from screening of close contacts to a confirmed COVID-19 case (Case 11,200).
  • Labuan: 1 case from screening of individuals returning from high-risk areas (Sabah).

Currently, 22 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with four (4) patients on ventilation support.

No additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there remains 136 COVID-19 deaths in Malaysia (1.16% of total cumulative cases).

Two New Clusters in Selangor

MOH would like to inform that two (2) new clusters have been identified in Selangor today:

The Seri Setia Cluster, Selangor

This new cluster has been identified in Seri Setia, Selangor and Kuala Lumpur. The index case of this cluster (Case 10,927) is a 36-year-old Malaysian man who has a history of travel to Semporna, Sabah from 16 to 20 September 2020. He has been symptomatic since 21 September 2020 and the COVID-19 screening test was found to be positive on 27 September 2020. He was admitted into Sungai Buloh Hospital. Subsequently, screening of close contacts was conducted and three (3) additional confirmed COVID-19 cases for this cluster were identified. All these confirmed cases are Malaysians. They were admitted into Sungai Buloh Hospital for treatment.

As of 2 October 2020, 12 pm, a total of 23 individuals have been screened. The screening results are as follows:

  • Four (4) confirmed COVID-19 cases
  • 14 individuals tested negative
  • 5 individuals awaiting results

The cause of the infection is still under investigation.

The Seri Anggerik Cluster, Selangor

This new cluster has been identified in Hulu Selangor, Selangor. The index case of this cluster (Case 10,776) is a 37-year-old Malaysian man who has a history of travel to Sabah from 9 to 18 September 2020. He developed symptoms since 25 September 2020 and was screened. After tested positive on 26 September 2020, he was admitted into Sungai Buloh Hospital.

Subsequently, screening of close contacts was conducted and 13 additional confirmed COVID-19 cases for this cluster were identified. All these confirmed cases are Malaysians. They were also admitted into Sungai Buloh Hospital for treatment.

As of 2 October 2020, 12 pm, a total of 67 individuals have been screened. The screening results are as follows:

  • 14 confirmed COVID-19 cases
  • 15 individuals tested negative
  • 38 individuals awaiting results

The cause of the infection is still under investigation.

The Increase in the Daily COVID-19 Reported Cases is in Line with the Global Increasing Trend

As announced, the country reported a total of 287 confirmed COVID-19 cases today, the highest number of daily cases ever recorded since the beginning of this pandemic. This increasing trend is what MOH has been worrying about, and this concern has been communicated daily to everybody, with the increase being in line with the increasing trend of the number of COVID-19 cases and deaths seen worldwide. The global COVID-19 cases today have reached around 34.2 million cases and the number of daily cases shows an increase of around 309,000 cases compared to about 302,000 cases previously.

Of the 287 additional confirmed cases reported in Malaysia today, 128 cases are from the Tembok Cluster, involving a prison in Kedah. Of the remaining 159 cases, 113 cases were detected in Sabah, particularly from existing clusters and in the four districts currently undergoing the Targeted Enhanced Movement Control Order (TEMCO). It is hoped that with the implementation of the TEMCO, the Inter-District Travel Control throughout Sabah that will take effect from 12:01 pm, 3 October 2020 to 16 October 2020, and all the prevention and control measures in the field, all these will help control and reduce the number of cases in Sabah.

There are also 20 additional cases reported today among individuals with a history of travel to Sabah. This is from the screening of all newly arrived travellers from Sabah at all Ports of Entry (Domestic and International) from 27 September 2020 to 10 October 2020. Those found negative but exposed to positive cases or exhibited symptoms are mandated to be quarantined for 14 days. Those who are found to be negative after undergoing the COVID-19 test, asymptomatic and not exposed to confirmed positive case are strongly advised to adhere to self-regulation and complete 14-day of self-quarantine period.

Despite the current state of preparedness, all State Health Departments and District Health Offices nationwide have been alerted to prepare for the possibility of a sudden increase of cases in their respective localities, and to redouble efforts to detect, test, isolate and subsequently treat any COVID-19 cases. As done previously, MOH will continue to work with various agencies to carry out this responsibility.

However, the MOH, other government agencies and authorities are not able to fight COVID-19 ourselves. In fact, the greater responsibility rests on the shoulders of every individual in the society, regardless of rank, background and status. Please avoid accusing one another of wrongdoings. This social responsibility needs to be shouldered together so that we can break the chain of transmission of the COVID-19 infection in our country. We have gone through it together before by taking care of ourselves, our families, our community and our country.

Health Advisory on COVID-19

MOH advices the public to continue to comply to the recommendations and health advisories that are often emphasised. These advisories must be incorporated as the new normal in our daily life, including:

  • Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
  • Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks is now mandatory in public areas (starting from 1 August 2020 as directed by the National Security Council) or highly recommended if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
  • Avoid shaking hands or touching others, including bumping parts of the body in lieu of shaking hands
    • Practice good coughing and sneezing etiquette
    • Seek early treatment if symptomatic
    • Stay at home and avoid from visiting others
    • Regularly clean and disinfect commonly touched surfaces in common areas

In addition to the SOPs, continue to adhere to THiS as the new normal:

  • T: Terms set under the Recovery Movement Control Order (RMCO)
  • Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
  • S: Safe physical distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the World Health Organization (WHO). The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
