STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH
Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan pada hari ini bilangan kes sembuh COVID-19 adalah sebanyak 956 kes, menjadikan jumlah kumulatif kes sembuh sepenuhnya daripada COVID-19 adalah 39,088 kes (74.3 peratus daripada jumlah keseluruhan kes).
STATUS TERKINI KES COVID-19 DI MALAYSIA
Sehingga 20 November 2020, sebanyak 958 kes baharu telah dilaporkan menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 52,638 kes. Manakala, jumlah kes aktif dengan kebolehjangkitan COVID-19 pula adalah 13,221 kes. Daripada jumlah kes baharu berkenaan, terdapat lima (5) kes import yang mendapat jangkitan dari luar negara dan 953 kes adalah merupakan penularan COVID-19 dalam negara.
Tiga (3) negeri yang mencatatkan kes tertinggi pada hari ini adalah Sabah iaitu sebanyak 512 kes (53.4 peratus), diikuti Selangor dan Negeri Sembilan yang masing-masing melaporkan sebanyak 153 kes (16.0 peratus). Pelaporan kes positif COVID-19 yang tinggi di Sabah berpunca daripada pertambahan kes bagi kluster-kluster terutamanya Kluster Sabaru (149 kes) dan peningkatan pengesanan kes dalam kalangan saringan kontak rapat (196 kes). Negeri Selangor dan Negeri Sembilan pula mencatatkan jumlah kes yang tinggi pada hari ini disebabkan oleh pertambahan kes dalam kluster-kluster sedia ada dan juga kluster baharu.
Sebanyak 31 kes (3.2 peratus) yang dilaporkan pada hari ini pula adalah berkaitan kluster-kluster di Pusat Tahanan Sementara (PTS), lokap dan penjara yang membabitkan Kluster Tembok (24 kes), Kluster Penjara Seberang Perai (3 kes), Kluster Rumah Merah (2 kes), Kluster Penjara Sandakan (1 kes) dan Kluster Penjara Kepayan (1 kes).
Perincian penuh jumlah kes mengikut negeri adalah seperti di Lampiran 1 dan 2.
Sehingga kini, terdapat 110 kes positif COVID-19 yang sedang dirawat di Unit Rawatan Rapi (ICU), di mana 42 kes memerlukan bantuan pernafasan.
Dukacita dimaklumkan terdapat pertambahan tiga (3) kes kematian berkaitan COVID-19, menjadikan jumlah kumulatif kes kematian COVID-19 di Malaysia adalah sebanyak 329 kes (0.6 peratus daripada jumlah keseluruhan kes).

MAKLUMAT TERKINI BERKAITAN KLUSTER-KLUSTER
Sehingga 20 November 2020, terdapat sebanyak 324 kluster telah dilaporkan. Pada hari ini, terdapat lima (5) kluster baharu yang dilaporkan menjadikan jumlah kluster aktif yang dipantau adalah sebanyak 167 kluster. Daripada jumlah tersebut, sebanyak 47 kluster melaporkan pertambahan kes.
Kluster-kluster yang melaporkan pertambahan kes baharu tertinggi adalah Kluster Sabaru (149 kes), Kluster Hentian (107 kes), dan Kluster Perigi (50 kes). Ingin dimaklumkan bahawa sebanyak tiga (3) kluster telah tamat iaitu Kluster Seri Setia, Kluster Bina, dan Kluster Bah Bundle. Ini menjadikan jumlah kluster tamat adalah sebanyak 157 kluster.
KLUSTER BAHARU
KKM juga ingin memaklumkan terdapat lima (5) kluster baharu yang telah dikenal pasti pada hari ini iaitu;
- KLUSTER KASIR
Kluster ini melibatkan daerah Tawau, Sabah. Kes indeks (iaitu kes ke-39566) merupakan seorang pekerja pasaraya yang dikesan positif COVID-19 hasil saringan individu bergejala pada 8 November 2020. Sehingga 20 November 2020, sejumlah 143 individu telah disaring, di mana 28 kes telah dikesan positif COVID-19 dalam kluster ini. Kesemua kes telah dimasukkan ke Hospital Tawau.
- KLUSTER SRI JUJUR
Kluster ini melibatkan daerah Klang, Sepang, dan Petaling, Selangor. Kes indeks (iaitu kes ke-39977) dikesan positif COVID-19 hasil saringan di tempat kerja pada 8 November 2020. Sehingga 20 November 2020, sejumlah 273 individu telah disaring, di mana 41 kes telah dikesan positif COVID-19. Kluster berkaitan tempat kerja ini melibatkan lima (5) warganegara dan 36 bukan warganegara.
- KLUSTER OAD
Kluster ini melibatkan daerah Seremban, Jelebu, Kuala Pilah, dan Jempol di Negeri Sembilan serta daerah Hulu Langat di negeri Selangor. Kes indeks (iaitu kes ke-41974) dikesan positif COVID-19 hasil saringan individu bergejala pada 10 November 2020. Sehingga 20 November 2020, sejumlah 73 individu telah disaring, di mana 11 kes telah dikesan positif COVID-19 dalam kluster ini. Kesemua kes telah dimasukkan ke Hospital Tuanku Ja’afar, Seremban, Hospital Tampin dan Hospital Rembau.
- KLUSTER ENGGOR
Kluster ini melibatkan daerah Kerian, Kuala Kangsar, Batang Padang dan Kinta di negeri Perak. Kes indeks (iaitu kes ke-45072) dikesan positif COVID-19 hasil saringan individu bergejala pada 13 November 2020. Sehingga 20 November 2020, sejumlah 280 individu telah disaring, di mana 12 kes telah dikesan positif COVID-19 dalam kluster ini. Kesemua kes telah dimasukkan ke Hospital Raja Permaisuri Bainun, Ipoh, Hospital Teluk Intan dan Hospital Taiping.
- KLUSTER MAKMUR
Kluster ini melibatkan daerah Kulai dan Johor Bahru, Johor. Kes indeks (iaitu kes ke-51614) dikesan positif COVID-19 hasil saringan individu bergejala pada 19 November 2020. Sehingga 20 November 2020, sejumlah 68 individu telah disaring, di mana enam (6) kes telah dikesan positif COVID-19 dalam kluster ini. Kesemua kes telah dimasukkan ke Hospital Sultanah Aminah, Johor Bahru dan Hospital Enche’ Besar Hajjah Khalsom, Kluang.
PENILAIAN RISIKO DALAM MENENTUKAN KEPERLUAN PERINTAH KAWALAN PERGERAKAN BERSYARAT
Kerajaan Malaysia telah melaksanakan Perintah Kawalan Pergerakan Bersyarat (PKPB) di negeri-negeri di seluruh Semenanjung Malaysia kecuali negeri Perlis, Kelantan dan Pahang bermula 9 November sehingga 6 Disember 2020. Pelaksanaan PKPB bertujuan untuk mengekang penularan COVID-19 dengan mengurangkan pergerakan masyarakat antara negeri dan daerah, serta membolehkan KKM mempertingkatkan aktiviti kesihatan awam seperti saringan secara bersasar dan lain-lain.
Sebelum KKM mengesyorkan sesuatu kawasan dilaksanakan PKPB, penilaian risiko dilakukan dengan mengambil kira beberapa faktor, iaitu:
- Kadar peningkatan kes
Peningkatan ketara bilangan kes COVID-19, terutamanya jika berlaku dalam tempoh masa yang singkat;
- Taburan kes positif
Taburan kes dalam mukim dan daerah yang terlibat dan sama ada terdapat tumpuan di kawasan-kawasan tertentu seperti penjara atau pusat tahanan sementara;
- Kepadatan penduduk
Kepadatan penduduk setempat yang tinggi dengan bilangan kawasan perumahan, pangsapuri atau rumah setinggan yang tinggi;
- Kewujudan tempat tumpuan awam
Kewujudan tempat-tempat seperti pasar borong, kilang, pejabat kerajaan, kompleks perniagaan dan sebagainya; dan
- Keadaan sosiodemografi penduduk
Keadaan sosiodemografi penduduk setempat, sama ada terdapat penempatan warganegara asing dan juga pergerakan penduduk keluar masuk yang banyak.
Sebagai contoh, pada mulanya PKPB tidak dilaksanakan di negeri Kelantan pada 9 November 2020. Namun, dengan mengambil kira faktor-faktor yang telah diteliti dalam penilaian risiko KKM, kini terdapat keperluan untuk PKPB dilaksanakan di negeri tersebut. Pada 3 November 2020, negeri Kelantan hanya mencatatkan sebanyak lapan (8) kes COVID-19 yang melibatkan hanya tiga (3) daerah sahaja. Walau bagaimanapun, pada 19 November 2020, bilangan kes aktif COVID-19 di Kelantan telah meningkat kepada 73 kes dan telah menular ke lapan (8) daripada sepuluh (10) daerah.
Selain daripada itu, terdapat tujuh (7) kluster yang aktif, iaitu Kluster Ikhtisas, Cergas, Kube, Kaya, Mengketil, Simera dan Jalan Meru yang masih dipantau di negeri Kelantan. Kluster Mengketil terutamanya mencatatkan pertambahan kes yang mendadak dengan peningkatan 41 kes dalam masa lima (5) hari. Kes-kes dalam kluster ini mula dikesan di daerah Machang tetapi kini telah menular ke daerah Kota Bharu, Tanah Merah, Pasir Mas dan Kuala Krai. Kluster ini bahkan telah menular ke daerah Besut di negeri Terengganu. Kluster ini menunjukkan kebolehjangkitan yang tinggi dan terdapat risiko penularan yang tidak terkawal sekiranya PKPB tidak dilaksanakan.
Penilaian risiko juga telah dijalankan di negeri-negeri lain untuk menentukan sama ada PKPB boleh ditamatkan atau perlu diteruskan. Walaupun PKBB telah ditamatkan di beberapa negeri, terdapat keperluan pelanjutan tempoh PKPB di sesetengah daerah kerana penilaian risiko menunjukkan risiko jangkitan yang masih tinggi di daerah tersebut. Oleh itu, masyarakat perlu sentiasa patuh kepada SOP yang telah ditetapkan oleh KKM dan MKN walaupun telah kembali kepada Perintah Kawalan Pergerakan Pemulihan (PKPP).
NASIHAT KESIHATAN BERKAITAN COVID-19
KKM ingin menasihati orang ramai agar terus patuhi saranan serta nasihat-nasihat kesihatan yang sering ditekankan iaitu;
- Elakkan 3S: (elakkan kawasan yang sesak, sempit dan sembang dengan jarak yang dekat).
- Amalkan 3W: (Amalkan Wash, Wear dan Warn)
Patuhlah kepada S.O.P sebagai normal baharu. KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak WHO. Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)
SITUATION IN MALAYSIA

Current Status of Recovered COVID-19 Cases
The Ministry of Health (MOH) is pleased to inform that today Malaysia reported 956 COVID-19 recovered cases. Therefore, cumulatively, 39,088 confirmed COVID-19 cases have been discharged (74.3% of total cumulative cases).
Current Situation of COVID-19 in Malaysia
As of 20 November 2020, 12 pm, a total of 958 additional confirmed COVID-19 cases are reported today. Cumulatively, there are 52,638 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 13,221 active and infective COVID-19 cases. Of these additional cases, five (5) are imported cases who were infected overseas, and 953 cases are local transmission COVID-19 cases.
The three states that reported the highest number of cases today are Sabah at 512 cases (53.4%), followed by Selangor and Negeri Sembilan with 153 cases (16.0%) respectively. The large number of cases reported in Sabah are due to the increase in cases from clusters, especially the Sabaru Cluster (149 cases) and the increase in case detection from screening of close contacts (196 cases). Selangor and Negeri Sembilan reported a high number of cases today due to the increase in cases in existing clusters as well as new clusters.
A total of 31 cases (3.2%) reported today are related to clusters in the Temporary Detention Centres (PTS), lockups and prisons, involving the Tembok Cluster (24 cases), Penjara Seberang Perai Cluster (3 cases), Rumah Merah Cluster (2 cases), Penjara Sandakan Cluster (1 case) and Penjara Kepayan Cluster (1 case).
The details of the number of cases by state are shown in Appendices 1 and 2.
Currently, 110 confirmed COVID-19 cases are receiving treatment in the intensive care units (ICUs), with 42 patients on ventilation support.
Regretfully, three (3) additional COVID-19 deaths were reported today. Cumulatively, there are now 329 COVID-19 deaths in Malaysia (0.6% of total cumulative cases).

MOH extends its condolences to all family members.
Current Status of Clusters
As of 20 November 2020, a total of 324 clusters have been reported. Today, there are five (5) new clusters reported, making the total number of active clusters monitored is 167 clusters. Of these, a total of 47 clusters reported an increase in cases.
The clusters that reported the highest increase in additional cases are the Sabaru Cluster (149 cases), Hentian Cluster (107 cases) and Perigi Cluster (50 cases). A total of three (3) clusters have been declared ended i.e. the Seri Setia Cluster, Bina Cluster and Bah Bundle Cluster. This brings the total number of clusters declared ended to 157 clusters.
New Clusters
MOH would like to inform that five (5) new clusters are identified today.
- The Kasir Cluster
This cluster involves the Tawau district, Sabah. The index case (Case 39,566) is a supermarket worker detected positive for COVID-19 from symptomatic screening on 8 November 2020. As of 20 November 2020, a total of 143 individuals have been screened, of which 28 confirmed COVID-19 cases have been detected in this cluster. All these cases were admitted into Tawau Hospital.
- The Sri Jujur Cluster
This cluster involves the Klang, Sepang and Petaling districts in Selangor. The index case (Case 39,977) was detected positive for COVID-19 from a workplace screening on 8 November 2020. As of 20 November 2020, a total of 273 individuals have been screened, of which 41 confirmed COVID-19 cases have been detected in this cluster, involving five (5) Malaysians and 36 non-Malaysians.
- The OAD Cluster
This cluster involves the Seremban, Jelebu, Kuala Pilah and Jempol districts in Negeri Sembilan, and Hulu Langat district in Selangor. The index case (Case 41,974) was detected positive for COVID-19 from symptomatic screening on 10 November 2020. As of 20 November 2020, a total of 73 individuals have been screened, of which 11 confirmed COVID-19 cases have been detected in this cluster. All these cases were admitted into the Tuanku Ja’afar Hospital, Seremban, Tampin Hospital and Rembau Hospital.
- The Enggor Cluster
This cluster involves the Kerian, Kuala Kangsar, Batang Padang and Kinta districts in Perak. The index case (Case 45,072) was detected positive for COVID-19 from symptomatic screening on 13 November 2020. As of 20 November 2020, a total of 280 individuals have been screened, of which 12 confirmed COVID-19 cases have been detected in this cluster. All these cases were admitted into the Raja Perempuan Bainun Hospital, Ipoh, Teluk Intan Hospital and Taiping Hospital.
- The Makmur Cluster
This cluster involves the Kulai and Johor Bahru districts in Johor. The index case (Case 51,614) was detected positive for COVID-19 from symptomatic screening on 19 November 2020. As of 20 November 2020, a total of 68 individuals have been screened, of which six (6) confirmed COVID-19 cases have been detected in this cluster. All these cases were admitted into the Sultanah Aminah Hospital, Johor Bahru and Enche’ Besar Hajjah Khalsom Hospital, Kluang.
Risk Assessment to Determine the Need for the Conditional Movement Control Order (CMCO)
The Malaysian Government has implemented the Conditional Movement Control Order (CMCO) in states throughout Peninsular Malaysia except for Perlis, Kelantan and Pahang from 9 November to 6 December 2020. The implementation of the CMCO aims to control the transmission of COVID-19 by reducing inter-state and inter-district movements, as well as enable the MOH to enhance public health activities such as targeted screening and others.
Before the MOH recommends that an area be placed under the CMCO, a risk assessment is conducted, taking into account several factors:
- The rate of increase in cases
Significant increase in the number of COVID-19 cases, especially if it occurs within a short period of time.
- Distribution of confirmed cases
Distribution of cases in the sub-districts (mukim) and districts involved and whether there is a focus in certain areas e.g. prisons or temporary detention centres.
- Population density
High local population density with high number of residential areas, apartments or squatter houses.
- Existence of public hotspots
Existence of places such as wholesale markets, factories, government offices, business complexes and so on.
- Sociodemographic status of the population
The sociodemographic status of the local communities, whether there are foreigners’ settlements and also the movements of many residents in and out of that area.
For example, initially the CMCO was not implemented in Kelantan on 9 November 2020. However, taking into account the factors that have been evaluated in the MOH risk assessment, there is now a need for the CMCO to be implemented in that state. On 3 November 2020, Kelantan reported only eight (8) COVID-19 cases involving only three districts. However, on 19 November 2020, the number of active COVID-19 cases in Kelantan has increased to 73 cases and has spread to eight out of ten districts.
In addition, there are seven (7) active clusters i.e. the Ikhtisas, Cergas, Kube, Kaya, Mengketil, Simera and Jalan Meru Clusters – which are still monitored in Kelantan. The Mengketil Cluster in particular reported a sharp increase in cases of 41 cases within five days. The cases in this cluster were first detected in the Machang district, but have now spread to Kota Bharu, Tanah Merah, Pasir Mas and Kuala Krai districts. This cluster has even spread to the Besut district in Terengganu. This cluster shows high infectivity and there is a risk of uncontrolled transmission if the CMCO is not implemented.
Risk assessments have also been conducted in other states to determine whether the CMCO can be terminated or should be continued. Although the CMCO has been terminated in some states, there is a need to extend the duration of the CMCO in some districts as the risk assessment indicates a high risk of infection in those districts. Therefore, the public must always comply to the SOPs set by the MOH and National Security Council (NSC) even when the status of the area has reverted back to the Recovery Movement Control Order (RCMO).
Health Advisory on COVID-19
MOH advices the public to continue to comply to the recommendations and health advisories that are often emphasised:
- Avoid the 3Cs: Avoid Crowded places; Confined spaces; and Close conversations.
- Practice the 3Ws: Wash, Wearand Warn.
Comply with the SOPs as the new normal. MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the WHO. The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
